When the equipment flange is welded to the cylinder, are two weld assessments required?

For something similar to this, with a butt joint plus fillet welds, where the flange thickness is 35 mm and the cylinder thickness is 6 mm, is it necessary to select a weld evaluation that covers both of these thicknesses?
The butt weld of thin plates in this case will suffice!
