Is the quality of fiberglass reinforced plastic made from epoxy coal tar pitch for such buried pipes satisfactory?

The image below shows buried pipes coated with epoxy coal tar pitch as a fiberglass-reinforced plastic anti-corrosion coating. Is the quality of this after construction satisfactory?
Is the thickness sufficient? How much fabric and oil? Too little oil was applied, resulting in uneven distribution. The surface finish protection is also inadequate; it’s patchy, with some areas being black and others white. :)
