CAESAR II 2018 dynamic calculation is unavailable; please help resolve this!

My CAESAR II 2018 was installed successfully, but when I ran the dynamic analysis, I got an error stating that no seats were available at my address: SPML failed: No grade level seat available – C2I-172.20.10.3. I then increased the number of seats available in C2I to 100, but C2 became unusable again. I hope someone experienced this issue can help me resolve it
