Why, in the design of EDR shell-and-tube heat exchangers, is the arrangement of the heat exchange tubes not circular, but rather a circle with two sides removed? Even without baffle plates?

EDR designs shell-and-tube heat exchangers
This is a relatively basic question; just take a look at GB151. This is because the shell-side fluid needs a certain amount of buffer space (flow area) as it enters the heat exchanger through the nozzles; therefore, there is a certain area without pipes, which is what we refer to as the anti-erosion height.
This is not required by the software, but parameters can be specified within it.
