Class A workshop: issue with excessive fire protection area

Class A workshop, 45m in length and 18m in width, 4 floors, with a fire resistance rating of Class 1. If the fire protection area exceeds approximately 240 m2, can partial hollowing out be used to reduce the building area? Or, when constructing a 4th floor on top of a 3rd floor, does it meet the steel structure standards?
For the excess part, self-priming can be used, or a separate fire compartment can be created, which should work. Working with steel structures is troublesome; the required fire resistance rating is high, fireproof coatings are difficult to apply, and passing fire safety inspections is not easy
