On September 23, the results of the bidding for the EPC general contract of the Hebei Xinji Aosente Steel 50MW wind-powered off-grid hydrogen production integrated demonstration project, which is part of Huadian Group’s new energy industry initiatives, were made public. Project scale: This phase includes a wind farm with a capacity of 50 MW, an energy storage facility with a capacity of 2.5 MW/5 MWh, two sets of alkaline electrolysis units for hydrogen production with a capacity of 1000 Nm3 each, a hydrogen refueling station with a capacity of 2000 kg/day, one set of hydrogen fuel cells with a capacity of 2000 kW, along with related infrastructure. On September 16, the project announced the shortlisted candidates for the win. China Power Construction Group Beijing Survey and Design Institute Co., Ltd. and China State Construction First Engineering Bureau (Sichuan) Electric Power Engineering Co., Ltd., ranked 1, bid price: 31520.000000 million yuan ; Yangtze River Survey, Planning, Design and Research Co., Ltd. and China Power Construction Group Hebei Engineering Co., Ltd., ranked 2nd, with a bid price of 31591.000000 million yuan. Scope of the tender: The tendered project is divided into 1 bid package, specifically: General construction contract – EPC general contract for the off-grid hydrogen production integrated demonstration project (CHDTDZ046/16-ZB-39101): EPC general contract for the 50MW wind-powered off-grid hydrogen production integrated demonstration project at Hebei Xinji Aosent Steel. The scope of the tender includes, but is not limited to, the survey and design of the project ; Handling of all relevant preliminary procedures; including but not limited to topographic mapping, geotechnical investigations, survey and demarcation reports along with acceptance opinions, investigations into the current status of the land, searches for contaminated plots, preparation of documents for land expropriation purposes and submission for approval, site selection assessments for temporary land use, evaluations regarding land conservation in connection with temporary use, assessments confirming that the use of basic farmland for temporary purposes is unavoidable, reclamation plans for temporary land, planning and design for the reclamation of such land, preparation of documents for approval related to temporary land use, general environmental impact assessments, radiation-related environmental impact assessments, soil and water conservation plans, flood impact assessments, safety pre-assessments, design of safety facilities, pre-assessments regarding occupational disease risks, design of facilities for protecting against occupational diseases, modifications to control plans, construction land use permits, construction project planning permits, property rights certificates for construction land, construction permits, airport clearance compliance assessment reports, survey and design work, social stability risk assessment reports, and all other procedures related to this project. Responsibility for ensuring successful completion of these procedures as well as bearing all associated costs ; Purchase of all equipment and materials (including fans, tower cylinders, hydrogen-related equipment and materials other than those provided by the client, hydrogen engines, spare parts, special tools, etc.), as well as transportation (including coordination and repair of roads and bridges used for transportation, debris removal, renovation, reinforcement, and compensation efforts), unloading, inspection, storage, and further relocation ; Fan installation, project construction (including mixing towers), temporary land leasing, temporary land leasing for construction purposes, and coordination with local government authorities ; All compensations including compensation for attachments on the leased land (above or below ground), demolition/relocation, clearance of obstacles, and compensation for growing crops ; It includes the construction, commissioning, and testing of all building and installation works related to this project, such as utilities supply, temporary works, wind farms, road construction, power transmission lines, and hydrogen-related projects (including third-party inspections, etc.) ; A comprehensive package of services that includes the trial operation of wind turbine and hydrogen energy generation, transmission, and transformation systems, defect correction; the successful completion of 240 hours of trial operation for the turbines, their commercial operation connected to the grid, and specialized inspections (covering fire safety, environmental protection, water conservation, occupational health, safety facilities, documentation, etc.); quality supervision and inspection by the renewable energy quality control station along with subsequent approval; project completion inspection; commissioning of the facilities once they meet the required standards; handover to operational teams; technical training and after-sales service; a production scheduling data center; performance and quality assurance; services during the project’s warranty period; implementation of environmental and water conservation measures; and transfer of all relevant documentation – all of this to meet the requirements of Huadian Group regarding safety, environmental protection, and water conservation ; All compliance procedures related to this project, including preparations for the start of construction, the actual construction process, and commissioning upon completion; coordination with government agencies and relevant departments in these areas; preparation of necessary supporting documents; as well as handling of various licensing and certification requirements. This includes assisting the client in obtaining approvals for land use, permits for land development, plans for construction projects, and construction permits, as well as handling all the related administrative tasks, providing necessary documents, and bearing the associated coordination costs ; Assume quality assurance responsibilities during the defect liability period and warranty period within the scope of the contracted project ; Responsible for the operation and maintenance of equipment within the project scope prior to its handover for production ; It shall cooperate with the employer in carrying out tasks within the employer’s responsibility scope, such as the final settlement audit and post-evaluation of the project, and assume full responsibility for safety, quality, schedule, cost, and ecological protection within the scope of its own contracted work.
