For storage tanks, the equipment’s empty weight, weight with water filled, and operating weight are generally considered. My question is: is it really necessary to go through such trouble? Why not just specify the maximum weight? Is it meaningful to divide it this way? For equipment that is not storage tanks, such as certain adsorption columns and towers, may I just mention the maximum operating weight?

There are three different weights: the empty weight of the device, its weight when filled with water, and its operating weight. The weight when filled with water includes both the empty weight of the device and the weight of the water inside it, while the operating weight refers only to the weight of the pipes and valves attached to the device. Therefore, the three requirements are either equipment water filling weight + operation weight + insulation/cooling weight (the equipment requires insulation or cooling)
