Can a 25-cubic-foot ammonia tank be placed indoors?

There is a new construction project in which a storage tank containing 25 cubic meters of ammonia solution at 25% concentration is located inside the building; it is placed in a separate room within the factory. During the safety assessment, it was determined that this setup does not comply with the requirements specified in Article 3.3.7 of the \"Code for Fire Protection Design of Buildings\": \"3.3.7 Intermediate storage tanks for Class C liquids within factories should be located in separate rooms, and their capacity shall not exceed 5 m3.\" ”But there are a few facilities in the vicinity that also have ammonia storage tanks of roughly the same size placed indoors; is there any way to take advantage of this situation?
It’s a matter of reading the situation carefully; what was possible in the past may not be possible going forward. The clerks from the past might give a rating, but those from now may not. A volume of 25 cubic meters cannot be handled according to Class C regulations; is there any appropriate set of regulations that can be applied in cases where it falls under Class B?
It’s unlikely to work; 25% ammonia solution (>10%) releases a large amount of ammonia vapor, which gives off a strong smell when kept indoors, is toxic, and can also cause fires.
