May I ask if pipelines can be installed on the ground surface after digging trenchs for underground construction?

As the title suggests, it’s a new project for our company. I would like to ask whether it is possible to construct pipe racks on the ground above the underground utility trenches, as this would be a more logical placement; however, I am not aware of the **standards** regarding this
I’ve seen it too, but it’s not convenient for maintenance; if there weren’t space constraints, I would try to avoid doing it
