Circular foundation for storage tank

The storage tank is supported by an annular foundation, and the civil engineering team mentioned the need to consider load distribution; I’m not quite sure about this. I thought that the load exerted by the liquid on the foundation was simply the static pressure of the liquid column Is there anyone who knows? If it needs to be given, how should the data be calculated?
Generally, providing them with the hole positions and the total weight is enough!
I’m annoyed too; they insist that I specify some kind of load distribution
