Which standard states that nitrogen cannot be used to purge highly hazardous media, according to the chief engineer?

The standard specifications do not impose a restriction stating that nitrogen cannot be used for purging highly hazardous media; it is merely the case that when using nitrogen for purging, the volume of exhaust gas containing such highly hazardous media is large, making it difficult to meet the required standards. On the other hand, with steam purging, after cooling and condensation, the amount of exhaust gas is very small, making recovery and treatment relatively easy.
