Project overview: It is a project located in an industrial park. For various reasons, the industrial park was unable to issue the planning permit on time; although it provided relevant documentation supporting the planning permit, since the project needs to be approved by a higher-level housing and construction authority, the drawing review center did not recognize that documentation. The drawings were reviewed, but no approval certificate was issued, which in turn made it impossible to obtain the construction permit. However, since both the enterprise and the industrial park require progress on the project, the civil engineering work has already begun. The installation company arrived later; the civil engineering work was basically completed. However, disagreements arose with the installation company during the project’s implementation. Now, the installation company is trying to terminate the contract on the grounds that there is no construction permit for the project. I would like to ask whether a construction permit is indeed required before starting the installation work
A construction permit is required for buildings; single structures with an area of less than 300 square meters or a value of less than 300,000 may not need one. Without a construction permit, it is impossible to obtain the property ownership certificate later on, and fire safety inspections will also present difficulties. You can discuss this with the housing and construction department to obtain a supplementary construction permit, provided that all testing and supervision activities during the construction process are carried out in a proper manner; otherwise, even if a permit is obtained, it will not be possible to complete the project’s acceptance procedures.
Depending on the type of project you are installing, there will be corresponding licenses required or none may be needed; check the relevant standards. For example, installing pressure pipelines requires a license.
