Can exhaust pipes be installed on top of the fire dike?

May the exhaust pipes of storage tanks be placed on top of the fire dike in the oil tank farm? For a current technical upgrade project, there is no space left at the site for laying pipes; the owner has requested that they be laid along the top of the fire dike. This goes against the regulations, as there is no explicit prohibition against laying pipes on the top of fire dikes.
In my opinion, this is not acceptable; once liquid leaks from the exhaust pipe and the exhaust pipe leaks as well, the fire dike loses its purpose
I agree with your view; it also doesn’t comply with fire safety regulations
