Questions regarding the water balance

Recently, I was studying water balance and came across a test report related to oil refining. An ethylene plant has water for domestic use and for production purposes, but there is a separate category listed for water intended for the residential area. So what exactly does the term \"water for domestic use in the main plant\" refer to? Thank you all for your help.

Take a look at the environmental impact assessment or feasibility study report; there may be needs for water for fire suppression, sprinkling systems, cleaning purposes, laboratory use, eye wash stations, and so on – all of which require domestic water
