It is reported that this morning, Guangdong Jieyang Dongyue Chemical’s world’s first industrial-scale facility for the deep pyrolysis of 200,000 tons per year of mixed plastic waste successfully commenced trial production. At the meeting, the Jieyang Municipal Party Committee explained that this project utilizes a chemically cyclic process technology that is world-first, as well as the world’s first set of integrated equipment. Through deep catalytic cracking, it converts low-value mixed plastic waste into high-value chemical raw materials in just one step, thereby effectively addressing the problem of plastic waste pollution and enabling high-value recycling. As this technology is further promoted and applied, it is also expected to help reduce China’s dependence on imported crude oil, contributing Guangdong’s insights and China’s solutions to the development of a green circular economy. Wang Shaole said that going forward, Jieyang will use this as a starting point and focus on three aspects – strengthening the industry chain, extending it, and filling in its gaps – in order to turn Jieyang into the world’s first industrial base for plastic chemical recycling, thereby further enhancing the advantages of Jieyang’s green petrochemical industry in terms of high-quality development. Use scale to strengthen the industrial chains and accelerate the implementation and construction of Phase II and Phase III projects. Building on the success of this project, plans are in place to launch phases 2 and 3 with a capacity of 3 million tons per year, involving an estimated total investment of around 20 billion yuan. Among them, the preparatory work for the 1.2 million tons per year project in Phase 2 has already begun, with efforts being made to include it in the **petrochemical industry development plan as soon as possible so that construction can start at an early date. To address the issue of raw material supply for the project, efforts are being made to establish a waste plastic sorting and recycling network jointly between the various counties (districts) in Jieyang and Dongyue Chemical. The business environment will be continuously improved, with comprehensive support provided at every stage and for all aspects, to ensure that project construction proceeds more swiftly, with higher quality and greater efficiency. Promote the extension of industrial chains through clustering to accelerate the development of plastic chemical recycling industry clusters. The end products of the chemical pyrolysis of plastics are high-value basic chemical raw materials, with broad market application prospects. The focus will be on the local utilization and conversion of end products; efforts will be made to establish partnerships with well-known domestic and international chemical companies that possess the necessary technology and capabilities. Targeted investment promotion within the industrial chain will be carried out, with the aim of creating a comprehensive plastic chemistry recycling industry cluster that spans from waste plastics to chemical raw materials and further to their advanced processing, thereby injecting new momentum into Jieyang’s green petrochemical industry. Last May, Jieyang City, in collaboration with institutions such as China University of Petroleum and Dongyue Chemical, established the Jieyang New Materials Industry Technology Research Institute in the Jieyang High-Tech Zone, aiming to create a platform for the transformation of scientific and technological achievements in the field of chemical new materials in Jieyang City. Leveraging this high-level innovation platform, efforts will be made to foster deep cooperation among governments, enterprises, and academic institutions, as well as between industry, academia, and research institutions, in order to advance research on key core technologies and facilitate the transformation of those innovations into practical applications.
Plastic is one of the most widely used materials in modern society, but it can cause \"white pollution\". How to recycle waste plastics and turn them into valuable resources faces technical bottlenecks in the current mainstream processes. This project introduces a \"one-step\" chemical recycling process for waste plastics, which eliminates the need for complex sorting of mixed waste plastics such as agricultural films and packaging bags; it allows such mixed plastics to be directly converted into high-value chemical raw materials such as low-carbon olefins and mixed aromatics. Thanks to its independent research and development, this project employs a range of core technologies such as full-scale waste plastic sorting technology, a continuous constant-temperature differential pressure feeding system, and a temperature-gradient counter-current fluidized-bed reactor. These technologies help overcome the industry challenges associated with waste plastic sorting and the corrosive effects of hydrogen chloride. They enable the conversion of low-value waste plastics of different materials into high-value chemical raw materials, with a product yield that is at least 40% higher than that of traditional processes, thus offering broad market prospects. The project makes full use of the hydrocarbon elements in waste plastics, converting them to a maximum extent into high-value basic chemical raw materials such as ethylene, propylene, and aromatics, thereby achieving an effective substitution for fossil fuels to a certain extent. For the national industry, this project breaks away from the traditional landfilling and incineration approaches by introducing a new technical paradigm of \"chemical recycling at the source,\" thereby enabling the industry to move from physical recycling with low added value to chemical recycling with high added value. Technologically, this project has the capability to process all types of waste plastics, without the need for complex sorting at the source; it represents a typical environmentally friendly and resource-recycling-oriented technology. Throughout the entire life cycle of the project, it enables a significant reduction in carbon dioxide emissions compared to traditional waste incineration methods and the process of using fossil fuels to produce chemical raw materials, thereby providing strong support for the **\"dual carbon\" strategic goals**. The entire production process of the project achieves near-zero emissions. The successful operation of this project can also attract a large number of enterprises in related industries such as pyrolysis gas separation and recycled plastic processing, thus creating a green chemical industry chain that goes from \"waste plastics to recycled chemical raw materials, and then to high-quality recycled materials\". This in turn accelerates the process of green transformation in the petrochemical sector across the country as well as the upgrading of its industrial chains. The commissioning of this project will fill the technical gap in the chemical recycling of waste plastics, innovatively driving the industry to shift from a \"linear processing model dependent on crude oil imports\" to a \"green model based on resource recycling.\" It will facilitate a transition from \"end-of-pipe treatment\" to a \"source-based recycling\" approach, thereby reshaping the industrial ecosystem. This project provides a replicable and scalable model for the green, low-carbon, and high-quality development of the chemical industry nationwide, offering Guangdong’s insights and China’s solutions to the advancement of a green circular economy.
