Questions regarding the fixed IP + port communication method

Hello, experts. When it comes to local area network communication in industrial control environments, one method of communication is using fixed IP addresses and ports. Everyone is familiar with this approach, I’m sure. The control topology is shown in the diagram below. My question is: can the ports associated with each IP address be set arbitrarily, as long as there are no duplicates within that IP range? Is that correct? If anyone knows the answer, please give some advice. Thank you! !
IP addresses will definitely conflict; one device should have a fixed IP address, while the ports of devices can be assigned arbitrarily
Port applications are also subject to restrictions; some protocols specify port ranges. Additionally, some ports are reserved for specific applications, such as 80
