The mark for CCC certification is “CCC”; it was established by the **Commission for Certification and Accreditation Supervision and Administration in accordance with the Provisions on Mandatory Product Certification Management (Order No. 5 of the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China**). It is a product conformity assessment system implemented by the Chinese government in accordance with relevant World Trade Organization agreements and international standards, with the aim of safeguarding the safety of consumers as well as the lives of animals and plants, protecting the environment, and ensuring **safety, all in compliance with laws and regulations. Starting from July 1, 2025, combustible gas detection and alarm devices must have CCC certification to be sold! Note: Before July 1, 2025: Existing uncertified products can still be sold normally, but remember to ask the manufacturer for the “CCC registration document” when purchasing them – avoid buying products without such certification! Starting July 1, 2025: Uncertified products will no longer be allowed for sale! New stock must be products that are \"qualified to be sold\"! If unlicensed goods are still brought in, it’s like driving with fake licenses – regulatory authorities will spot it in no time!
In July 2023, the State Administration for Market Regulation issued a notice stating that, effective August 1, 2023, CCC certification would be required for lithium-ion batteries and battery packs, as well as power banks. As of August 1, 2024, products that do not possess a CCC certification certificate or the corresponding certification mark shall not be manufactured, sold, imported, or used in any other business activities. Starting from July 1, 2024, the State Administration for Market Regulation will implement mandatory product certification for flame-retardant wires and cables. As of July 1, 2025, flame-retardant wires and cables that do not possess a CCC certification certificate or the corresponding certification mark shall not be manufactured, sold, imported, or used in any other business activities.
To further strengthen the supervision of product quality and safety, in accordance with the relevant provisions of the Regulations of the People’s Republic of China on Certification and Accreditation, the State Administration for Market Regulation has decided to implement mandatory product certification (hereinafter referred to as CCC certification) for products such as commercial gas burners, and to restore the third-party evaluation system for CCC certification for low-voltage components. The relevant requirements are hereby announced as follows: 1. CCC certification shall be applied to commercial gas combustion appliances, flame-retardant wires and cables, electronic toilets, helmets for electric bicycle riders, combustible gas detection and alarm products, water-based interior wall coatings, as well as explosion-proof lighting fixtures and control devices (for product descriptions and definitions, please refer to the attachment).
(1) As of May 1, 2025, electric bicycle passenger helmets, explosion-proof lighting fixtures, and control devices listed in the CCC certification catalog must undergo CCC certification and bear the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities.
(II) As of July 1, 2025, commercial gas burners, flame-retardant wires and cables, electronic toilets, combustible gas detection and alarm devices, and water-based interior wall coatings that are included in the CCC certification list must undergo CCC certification and bear the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities.
II. Third-party evaluation method for restoring CCC certification for low-voltage components. (1) As of November 1, 2024, low-voltage components must obtain a CCC certification certificate and bear the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities.
Starting from May 1, 2024, the designated certification bodies will begin to accept requests for CCC certification for low-voltage components, and the \"Mandatory Certification Product Conformity Self-Declaration Information Submission System\" (hereinafter referred to as the system) will no longer generate self-declarations. For those holding a valid CCC self-declaration for low-voltage components, the designated certification body issues a new CCC certification certificate directly, ensuring the validity of the certification through post-certification supervision. By November 1, 2024, enterprises holding valid CCC self-declarations shall complete the conversion of their CCC certification certificates and promptly cancel the corresponding self-declarations ； For those that have already left the factory and are no longer in production, conversion is not required. After November 1, 2024, the CCC self-declarations for medium and low-voltage components in the system will be uniformly revoked.
(II) Restore the designated scope of business for low-voltage components for the 4 certification bodies that were revoked under the \"Announcement by the State Administration for Market Regulation on Adjusting and Improving the Catalogue of Mandatory Product Certification and the Relevant Implementation Requirements\" (No. 44, 2019): China Quality Certification Center, Fangyuan Mark Certification Group Co., Ltd., Guangdong Quality Inspection Zhongcheng Certification Co., Ltd., and Shanghai Tianwei Certification Technology Co., Ltd. The testing work is still carried out by the existing designated laboratories for CCC certification of low-voltage components.
III. The designated certification body shall formulate detailed implementation rules for certification in accordance with the general rules for CCC certification and the specific implementation rules for CCC certification of the relevant products, and shall file them with the Certification Supervision Department of the State Administration for Market Regulation before it can carry out certification activities.
IV. Designated certification bodies and laboratories shall, on the premise that certification risks are under control and certification quality is ensured, actively adopt existing conformity assessment results to reduce the burden on enterprises and facilitate their acquisition of certifications.
