(hereinafter referred to as “Zhongtai Group”) and Xinjiang Tianyu Coal Chemical Group Co., Ltd. (hereinafter referred to as “Tianyu Coal Chemical”) held a symposium to discuss the construction of a project for the clean and efficient comprehensive utilization of 5 million tons of coal per year. Xinjiang Tianyu Coal Chemical Co., Ltd.’s 5 million tons per year project for the clean, efficient, and comprehensive utilization of coal in different forms is located in Toksun County, Turpan, Xinjiang. The main components of this project include a coal dry distillation unit with a capacity of 2.7 million tons per year (to be built in two phases, with Phase 1 having a capacity of 1.2 million tons per year and Phase 2 having a capacity of 1.5 million tons per year), a hydrogen production facility that uses raw coal gas at a rate of 26,000 Nm3/h, a coal tar hydrogenation unit with a capacity of 300,000 tons per year, as well as various supporting facilities and utility systems. The total estimated investment for the project is 1.917 billion yuan. At the meeting, Wang Hongxin, Secretary of the Party Committee and Chairman of Zhongtai Group, emphasized that Tianyu Coal Chemical should adopt the development concept of \"building a park and greening a stretch of Gobi land.\" It is necessary to attract top-tier talents from within China and around the world, further refine the design plans, prepare the construction drawings, handle the procurement of equipment and materials, and oversee on-site construction. Specific targets for various tasks as well as an overall control plan must be established systematically. The overall layout of the facility and its vertical elevation levels need to be re-evaluated, with all work related to building the factory walls, roads, leveling the site, and optimizing the equipment to be completed by November 15th. The 5 million tons per year clean and efficient comprehensive utilization project for coal sorting at Tianyu Coal Chemical was launched in April 2013. In February 2015, the project had to be halted due to banks stopping loans and resulting cash flow problems. Before the construction was halted, a total investment of 220 million yuan had been made, and work was completed on the construction of 150,000-ton oil storage tanks, 80% of the 1.2 million-ton lignite production facility, two dormitory buildings, a cafeteria, bathrooms, and other facilities. Through the efforts of the people of Tuoxun County and through the joint efforts of various parties, on January 24 this year, Zhongtai Group signed a strategic cooperation agreement with Tianyu Coal Chemical. The scope of this cooperation includes Tianyu Coal Chemical, Yutian Coal Industry Co., Ltd. in Tuoxun County, and Panji Coal Industry Co., Ltd. in Tuoxun County. The construction projects for the Yutian Coal Mining and Panji Coal Mining mines resumed after this year’s Spring Festival, while a meeting to resume work was held for the Tianyu Coal Chemical project on July 10. At present, the needs for water and electricity for production and daily use in the semi-coke project have been met. The process design for coal storage, as well as for the material sheds, slime coal silos, semi-coke powder silos, and semi-coke storage silos, has been completed; the construction drawings are expected to be ready by the end of October. Currently, work is underway to level the site ； The accident pond has been excavated and is under construction, with completion expected by the end of November. At the seminar, Wang Hongxin pointed out that the tar hydrogenation unit should be constructed simultaneously with the semi-coke unit; it is necessary to further optimize and improve the supporting facilities related to safety, environmental protection, fire prevention, and occupational health, so as to complete the construction tasks to high standards and ensure the successful commissioning of the unit at once as well as its stable operation over a long period of time. Secondly, in order to coordinate project-related issues, advance the construction progress in a systematic manner, and complete the project tasks with both quality and quantity ensured, it is necessary to further standardize project management procedures, raise construction standards, and optimize construction plans. At the same time, it was decided to establish a command headquarters for the Tianyu Coal Chemical Industry Project, with a project management department under it; the staffing of professional technical personnel was further strengthened to coordinate various issues and ensure the rapid progress of the project.
