With the civil engineering work for the company’s ethylene glycol project completed, Hubei Sanning Chemical Co., Ltd. has recently held inauguration ceremonies for the three main units related to the adjustment of ammonia feedstock usage and the production of 600,000 tons per year of ethylene glycol; this marks the official start of the civil construction phase for this project. On September 24, a groundbreaking ceremony was held in the gasification area. The civil construction is scheduled to be completed in May 2019, with the mechanical installation finished by the end of November of the same year. On October 1, the groundbreaking ceremony was held in the Air Separation Area. The total construction period is 12 months; the main frame structure will be completed by February 28, 2019, conditions for lifting large-scale equipment will be available by March 31 of the same year, and conditions for individual unit testing will be ready on October 1. On October 8, the boiler installation ceremony was held. It is planned to start up and supply steam by the end of 2019. The Hubei Sanning Ammonia Synthesis Raw Material Structure Adjustment and 600,000 tons/year Ethylene Glycol Production Project (Phase I) is based on the 520,000 tons/year ammonia production capacity of Sanning Company’s urea plant and Tiantian Company’s ammonia synthesis facility. Without increasing this capacity, the existing urea production plants that use bituminous coal as raw material and rely on atmospheric-pressure batch fixed-bed gasifiers, atmospheric-pressure desulfurization processes, and high-pressure ammonia synthesis, as well as the downstream urea and ammonium bicarbonate production facilities, are to be phased out. A new facility will be built using Shenhua’s high-quality coal as raw material to produce 400,000 tons per year of ethylene glycol and 520,000 tons per year of synthetic ammonia ; Using sulfur as raw material, 800,000 tons per year of industrial-grade sulfuric acid is produced. On February 9, 2018, the groundbreaking ceremony for Hubei Sanning Chemical Co., Ltd.’s project to adjust the raw material structure for ammonia production and to produce 600,000 tons per year of ethylene glycol was held in the Yaojiagang Chemical Industrial Park in Zhijiang City. The total estimated investment for the project is 10 billion yuan, with a planned construction period of 24 months; completion and commissioning are expected by December 2019. The project utilizes Yankuang’s pressurized gasification of water-coal slurry, with the core process being the technology for producing ethylene glycol from high-purity chemical synthesis gas. Donghua Institute is responsible for the overall construction, and a contract for the air separation unit was also signed with Air Liquide. Hubei Sanning Chemical Co., Ltd. was formerly known as Zhijiang County Fertilizer Factory, and was established in 1970. In 1993, it was restructured as a state-controlled joint-stock company on a pilot basis, and in 2001 its ownership was privatized through the \"two swaps\" reform. In 2007, it came under the control of Shanxi Jincheng Non-Coking Coal Industry Group Co., Ltd., a large state-owned enterprise.
