Yang Qingmin, Deputy General Manager of Shanxi Coking Coal Group; Guo Wencang, Secretary of the Party Committee and Chairman of Shanxi Coking Group as well as Secretary of the Party Committee of Feihong Chemical; Li Leigang, Director and Vice Chairman of Shanxi Coking Group and Chairman of Feihong Chemical; Duan Li, Director, Vice Chairman and General Manager of Feihong Chemical; Zhang Wenan, Deputy General Manager and Chief Engineer; Liu Zhenlin, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission; heads of relevant departments from Shanxi Coking Coal and Feihong Chemical; as well as leaders and technical staff from China Tianchen Engineering Co., Ltd., Saiding Engineering Co., Ltd., Hualu Engineering Technology Co., Ltd., China Chengda Engineering Co., Ltd., Northwest Electric Power Design Institute Co., Ltd., Sinopec Luoyang Engineering Co., Ltd., Sinopec Ningbo Engineering Co., Ltd., and Shanxi Coking Design Institute, attended the meeting. A total of 26 experts were invited to participate in the review. The scope of review for this meeting includes the design of the \"1 million tons per year coke oven gas to methanol comprehensive transformation project\", as well as the integrated and optimized design of its auxiliary facilities in conjunction with those of the \"600,000 tons per year methanol to olefins project\" and the necessary reserve facilities for the \"1 million tons per year coal-to-methanol project\"; it also covers the design of the new isomerization unit for the MTO plant. After carefully listening to the introduction by the project constructor regarding the basic details of the project, as well as the reports presented by the main design institute and the plant design institute on the preliminary design of this project, the experts unanimously agreed that the content and depth of the preliminary design met the requirements specified in the \"Regulations on the Design Content for Petrochemical Plant Foundations.\" It satisfied the needs of the project constructor for design review, EPC bidding, and construction preparation. The experts also put forward 143 suggestions and comments regarding aspects such as process engineering, thermal engineering, mechanical and electrical systems, civil engineering, auxiliary systems, and cost estimation. At the meeting, Yang Qingmin first extended congratulations on the successful holding of the conference on behalf of Shanxi Coking Coal Group. He then reiterated the significance of the project from the perspective of industrial development in Shanxi Province and the group’s transformation and development, and elaborated in detail on the necessity and importance of optimizing the project plan as well as taking advantage of available raw materials. He put forward two requirements for Feihong Chemical: first, to ensure proper implementation of the feedback from the review; second, for professionals to study, understand, and absorb all aspects of this review process, so as to transform this knowledge into their own capabilities in project construction, management, and operation in the future, and ultimately enhance the project’s competitive edge in the market once it is completed. Guo Wencang hopes that everyone will take this review meeting as an opportunity to attach great importance to the review process, recognize the technical complexity involved and the urgency of the timeline, and put forward requirements for the next steps. These include: first, thoroughly implementing the experts’ review recommendations; second, continuing to uphold the principle of \"owner-led\" management; third, fully launching the construction of the integrated project, and turning it into a model project for transformation and upgrading that is free from accidents, meets all quality standards, stays on schedule, does not exceed budget, becomes operational promptly, has no unfinished tasks upon completion, passes all audit checks, and features strong integrity in its management. Li Lei just presided over the meeting and urged everyone to strive harder in line with the group company’s goals of \"five unifications and four first-class standards,\" to make progress steadily and complete the subsequent work on the project’s basic design as soon as possible, thereby laying the foundation for the start of construction.
