On May 31, the first phase of the integrated project for producing 1 million tons of green methanol and green aviation fuel by China Energy (Shuangyashan) Comprehensive Energy Co., Ltd. was approved; the total investment for this project is 20.8 billion yuan The project plan for the first phase is to build a green methanol plant with an annual production capacity of 200,000 tons, and a green aviation fuel plant with an annual production capacity of 100,000 tons. The total investment is around 10 billion yuan, which includes the construction of one green methanol synthesis plant, one green aviation fuel synthesis plant, a number of biomass pellet plants that make use of distributed wind power (100,000 kilowatts for internal use), a 760,000-kilowatt centralized wind farm and a 100,000-kilowatt photovoltaic power plant, as well as a water electrolysis hydrogen production facility along with related auxiliary production facilities. Zhongneng (Shuangyashan) Comprehensive Energy Co., Ltd., established in 2023 and a member of China Energy Engineering Group, is located in Shuangyashan City, Heilongjiang Province. It is an enterprise primarily engaged in the production and supply of electricity and heat. The registered capital of the enterprise is 200 million RMB. On May 8, China Energy Engineering Group’s China Electric Power Engineering Company and the People’s Government of Shuangyashan City in Heilongjiang Province held a signing ceremony for the integrated project on biomass-based green methanol and green aviation fuel in Harbin. It is reported that the total investment in this project is around 20.8 billion yuan. Once operational, it will produce 1 million tons of green methanol and green aviation fuel per year. Additionally, facilities such as biomass pellet plants, centralized wind farms, and photovoltaic power stations will be built as part of this project. The project will be constructed in phases. With an initial investment of 10 billion yuan, it will have an annual production capacity of 200,000 tons of green methanol and 100,000 tons of green aviation fuel. 1.6 million tons of straw can be utilized each year, resulting in a carbon reduction of 2.4 million tons per year. It can create 1,900 fixed jobs, with an estimated annual output value of 4.25 billion yuan and annual tax revenues of over 600 million yuan. The total investment for the second phase is approximately 10.8 billion yuan, with an annual production capacity of 800,000 tons of green methanol and green aviation fuel. The construction activities include expanding one green aviation fuel synthesis plant, a number of biomass pellet plants that utilize distributed wind power, centralized wind farms and photovoltaic power stations, as well as a water electrolysis hydrogen production facility along with related auxiliary production facilities.
