Bai Zhihong, deputy director of the Provincial Department of Ecology and Environment, presided over the meeting and put forward requirements and suggestions for advancing the projects in the next stage. On the corporate side: First, implement three-level prevention and control measures from the source to ensure that the capacity of the accident emergency ponds meets the required standards. Second, strengthen the analysis of unorganized emission sources and the formulation of control measures. Third, waste water and solid waste disposal measures must strictly adhere to the principles of \"reduction, resource utilization, and harmlessness,\" with enhanced measures for differentiated comprehensive utilization and proper disposal. Fourth, it is necessary to ensure sufficient investment in environmental protection to guarantee clean production throughout the entire process. Fifth, the project name has been revised in line with relevant policies to the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Transformation) Project, and the health protection distance has been determined scientifically based on the industry to which the project belongs. On the part of Baiyin City: First, it is necessary to complete as soon as possible the preparation and review of the \"Report on the Analysis of Air Pollution Sources in Baiyin City\", the \"Plan for Achieving the Required Standards for Air Quality in Baiyin City within a Set Timeframe\", and the \"Report on the Current Assessment of the Water Environment’s Carrying Capacity in Baiyin City\". This will provide a basis for determining the emission targets for the main pollutants involved in these projects. Second, complete the approval process for general solid waste landfills as soon as possible. Third, the Management Committee of Baiyin High-Tech Zone is accelerating the assessment of the wastewater discharge outlets in Yindong Industrial Park. Fourth, accelerate the establishment of a fourth-level environmental risk prevention and control system for Dongdagou. Fifth, formulate a plan for the relocation and resettlement of villagers within the health protection zone as soon as possible. Bai Zhihong emphasized that enterprises and environmental assessment agencies should work closely together to accelerate the revision of environmental impact assessment reports. They should establish one-on-one contacts with the leaders of the Environmental Impact Assessment Department and the Assessment Center of the Provincial Department of Ecology and Environment, and submit the reports in accordance with the procedures at an early stage so that they can be reviewed and approved. Jia Ruchang, the deputy mayor of Baiyin City, explained the importance of this project for Baiyin City and Jingmei Group, and called on all relevant departments in Baiyin City to fully cooperate with the enterprise to carry out the necessary work. Gou Xiaodi, Deputy Secretary of the Party Committee and General Manager of the group company, expressed his gratitude for the support provided by various departments over the years, and hoped that they would continue to offer guidance in advancing the project, speeding up the environmental impact assessment and approval processes, so as to facilitate the prompt implementation of the project. It was also stated that in the subsequent design and construction phases of the project, Jingmei Group will thoroughly implement the principles related to ecological civilization development as well as the spirit of the important speeches delivered during inspections in Gansu. Adhering to the principles of \"environmental protection first, safety as a priority, clean production, and circular economy,\" the group will earnestly fulfill its responsibilities in terms of safety and environmental protection, actively assume its social responsibilities as a state-owned enterprise. In line with relevant industrial policies, it will work together with local authorities to advance the project on a high-quality basis, turning it into a model project for a clean and efficient circular economy. This will contribute to building a happier and better Gansu and creating new opportunities for the prosperity of its people. Zhou Cheng, Deputy Secretary of the Party Committee and General Manager of Liuhua Company, gave a report on the progress of the project efforts as well as the existing problems since the first coordination meeting held by the Provincial Department of Ecology and Environment. The relevant departments in Baiyin City provided additional reports on the work and issues related to the progress of the project. The relevant departments directly under the province spoke about how to advance environmental impact assessments and other supporting tasks in the next steps. Liu Yongchong, the financial director of the group company, along with relevant officials from the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Department of Water Resources, and the Provincial Department of Science and Technology, as well as officials from the Baiyin City Development and Reform Commission, the Industry and Information Technology Bureau, the Ecology and Environment Bureau, and the Management Committee of the High-Tech Zone, plus members of the project team, attended the meeting.
