Project Name: 4×1000,000 tons/year Coal-to-Olefins Pilot Project of Inner Mongolia Baofeng Coal-based New Materials Co., Ltd. 2. Project Summary: The project is located in the Tuk Industrial Zone of the Sulihe Economic Development Zone, with a total land area of 640.3 hectares; The construction components include: air separation unit, gasification unit, purification unit, methanol synthesis unit, MTO unit, olefin separation unit, polyethylene plant, polypropylene plant, sulfur recovery unit, power station, plant-wide water supply and drainage system (including fire protection water system), sewage treatment, recycled water treatment unit, evaporation crystallization system, plant-wide power supply and distribution, plant-wide telecommunications systems, plant-wide external piping, intermediate product storage areas (included within the units), flare system, underground pipeline network, air compression station, heat exchange station, etc. Supporting facilities: plant-wide layout and transportation systems, central laboratory (environmental monitoring station), central control room, hazardous chemicals storage area, temporary storage for hazardous waste, plant-wide information management system, comprehensive office building, warehouses for finished PP and PE products, etc. Construction time: 48 months. Total investment: 673,654.5 million yuan. 3. Significance of the project: This project is a demonstration project for the clean and efficient conversion of coal resources, and it meets the requirements for establishing a \"Modern Energy Economy Demonstration Zone\" in Inner Mongolia Autonomous Region. The construction of this project will facilitate the development of the coal-to-olefins industry cluster, further promote the growth of the downstream fine chemical industry, and encourage the comprehensive utilization of coal-related resources such as mine water. It holds great significance for accelerating the development of the modern coal chemical industry demonstration zone in Ordos, as well as for promoting industrial transformation and upgrading and economic development across the region. Is there assurance regarding the raising and allocation of funds for this project, and will there be delays in payment for work done, especially regarding wages for migrant workers and compensation for land acquisition and demolition, due to insufficient funding? 4. Are there any potential safety hazards that could lead to construction safety accidents? III. Risk prevention and mitigation measures for potential risk factors of this project 1. Measures to prevent and mitigate risks through approval by the Development and Reform Commission: Submit the necessary preliminary documents on time to ensure compliance with the legal and regulatory requirements for the project. 2. On July 2, Ningxia Baofeng Energy Group Co., Ltd. (referred to as “Baofeng Energy”) issued a announcement regarding its intention to make an external investment to establish a subsidiary. The announcement states that Baofeng Energy intends to invest 950 million yuan, together with its wholly-owned subsidiary Ningxia Baofeng Energy Group Olefin Plant II Co., Ltd., to establish a subsidiary in Inner Mongolia. The announcement states that the newly established subsidiary is tentatively named Inner Mongolia Baofeng Coal-based New Materials Co., Ltd., with a registered capital of 1 billion yuan. Among them, Baofeng Energy invested 950 million yuan and holds 95% of the shares ; Olefin Plant 2 contributes 50 million yuan and holds a 5% stake. The establishment of a subsidiary by the company in this region will further extend the industrial chain of the coal chemical circular economy, enabling a true transformation of Ordos’ coal resources from a \"fuel-based\" source to a \"raw material-based\" one, and shifting its products from simple processing to high-end manufacturing. This will help optimize the regional industrial structure and strengthen the development of coal-derived olefins sowie related high-end materials and fine chemical industries. Upon the completion of this overseas investment, the company’s scale advantages and strategic position in the industry will be further enhanced, thereby giving a strong boost to its overall profitability.
