23 unit projects of Shaanxi’s 500,000-ton coal tar deep processing project have been completed; trial production is set to begin at the end of October. On September 15, the 23 unit projects of Shenmu Coal Chemical’s 500,000-ton/year project for producing naphthenic oils through the hydrogenation of coal tar’s full fraction were successfully completed and accepted. With this, the project has entered the final stages of pressure testing, commissioning, and debugging. Construction of this project officially began on September 3, 2018. With a total investment of 3.054 billion yuan and an area of 54.3 hectares, it uses coal tar as raw material and employs the company’s own technology for the hydrogenation of all fractions of coal tar to produce naphthenic oils, as well as chemicals such as aviation fuel, light white oil, and various naphthenic-based base oils. After two years of intensive construction, and following joint inspections carried out by personnel from the project supervision, construction, and quality oversight agencies, it was confirmed that the construction of 23 units, including the power generation units and hydrogen production units, met the design requirements and relevant standards. The projects are thus ready for handover, and handover is approved. This marks the completion of construction for some of the physical components of the project, with the main responsibility for construction work shifting to the various production centers of the project, which now begin preparing for subsequent production and operation management tasks. To achieve the goal of trial production by the end of October 2020, Wang Shenglong, the company’s general manager, put forward three requirements: First, while ensuring safety and quality, all participating units must continue to carry out the remaining tasks related to the “three inspections and four determinations” for the installation, in order to remove any obstacles to subsequent joint commissioning of the project ; Second, it is necessary to accelerate the completion of the remaining work. The units that have not yet finished the tasks should learn from the good experiences and practices gained during the initial phase of completion, and continue to focus on safety and quality management in the context of intensive simultaneous activities related to installation and testing, so as to ensure full completion by the end of October ; Third, a comprehensive approach is necessary; all units must work together with coordination, aiming to produce qualified products. High standards and strict requirements should be applied in making all preparations prior to production, and trial operation plans should be optimized to ensure the successful, stable, and efficient operation of the project during its trial phase. Shaanxi Jingyi Chemical Co., Ltd. is a new-type coal chemical enterprise jointly invested in and established by Shaanxi Yulin Energy Group Co., Ltd. (as the holding party), Shaanxi Hengyuan Investment Group Co., Ltd., and Shenmu Financial Holding Group Co., Ltd. The 500,000 tons per year coal tar deep processing and multi-product integrated utilization project utilizes advanced technologies with independent intellectual property rights, developed specifically for the characteristics of coal tar. The core technology involves a combination of boiling bed hydrogenation for quality improvement of coal tar across all fractions and fixed bed hydrocracking; using medium- and low-temperature coal tar as raw material, it primarily produces high-value aromatic chemical products. The project covers an area of about 1,200 mu, with an estimated investment of around 4.6 billion yuan. Construction of the project officially began in August 2017, and it is now in the final stages of design, civil works and safety preparations, as well as equipment installation. Completion and commissioning are expected by the end of October 2019. The projects mainly include: a 550,000-ton/year coal tar pretreatment unit, a 500,000-ton/year coal tar fluidized-bed hydrocracking unit, a 450,000-ton/year coal tar fixed-bed hydrocracking unit, a 400,000-ton/year naphtha continuous reforming unit, a 170,000-ton/year aromatic extraction unit, a 50,000 cubic meters per hour coal-to-hydrogen unit, a 50,000 cubic meters per hour air separation unit, a 100,000-ton/year methanol synthesis unit, as well as related supporting facilities such as hydrogen purification (PSA) units, sulfur recovery units, phenol-amine recovery units, storage and transportation systems, and other auxiliary and environmental protection systems.
