Recently, the Hohhot Ecology and Environment Bureau issued its approval regarding the environmental impact report for Inner Mongolia Jutai New Materials Co., Ltd.’s project to produce 1 million tons of ethylene glycol per year. The project is located within the factory complex of Inner Mongolia Jiutai New Materials Co., Ltd., which has a production capacity of 1 million tons per year of ethylene glycol, in the industrial park of Tuoketuo County, Hohhot City. It is planned to use the raw material gas with an ample supply provided by the large-scale gas island facility of Air Chemical Products (Hohhot) Co., Ltd., to produce methanol; the project covers an area of 2.492 hectares. The project mainly involves the construction of a methanol synthesis unit, a hydrogen recovery unit, and a methanol distillation unit; it also includes the construction of storage tanks for pure methanol as well as loading and unloading stations for vehicles. Other auxiliary facilities are based on the 1 million-ton ethylene glycol project. The project's capacity is 900,000 tons of methanol per year. The total investment for the project is 627.2626 million yuan, of which 5.2 million yuan is allocated to environmental protection measures, accounting for 0.83% of the total investment. Inner Mongolia Jutai New Materials Co., Ltd.: We have received your company’s application regarding the approval of the environmental impact assessment report for the project to increase Inner Mongolia Jutai New Materials Co., Ltd.’s annual production capacity of ethylene glycol by 1 million tons, as well as the environmental impact assessment report prepared by Inner Mongolia Lvjie Environmental Protection Co., Ltd. for the same project. After consideration by our bureau, we approve the construction of this project. The approval is as follows: 1. Basic information on the project: The project is located within the factory complex of Inner Mongolia Jiutai New Materials Co., Ltd., which has a production capacity of 1 million tons per year of ethylene glycol, in the industrial park of Tokto County, Hohhot. Methanol is to be produced using the excess raw gas from the large-scale gas island facility supplied by Air Chemical Products (Hohhot) Co., Ltd.; the project covers an area of 2.492 hectares. The project mainly involves the construction of a methanol synthesis unit, a hydrogen recovery unit, and a methanol distillation unit; it also includes the construction of storage tanks for pure methanol as well as loading and unloading stations for vehicles. Other auxiliary facilities are based on the 1 million-ton ethylene glycol project. The project's capacity is 900,000 tons of methanol per year. The project is a new construction; it is feasible to proceed with its development after fully implementing the various pollution prevention measures outlined in the report. II. The following tasks should be given priority in project construction and operation management: 1. Strengthen environmental management during the construction period. The construction wastewater from the project is treated and reused ; Strictly implement air pollution prevention and control measures during the construction period, and carry out relevant tasks such as ensuring “six 100%” standards ; Construction equipment should be arranged reasonably, and low-noise equipment should be used; the noise generated during construction must meet the requirements of the \"Standards for Environmental Noise Emissions at Construction Sites\" (GB12523-2011). 2. Do a good job in preventing and controlling air pollution. The dissolved gas from the methanol expansion tank is treated by a hydrogen recovery unit; the non-permeate gas is reused as fuel gas for the ethylene glycol project, while the permeate gas is reused as feed gas in methanol synthesis ; The non-condensable gases from the methanol distillation tower and those from the atmospheric pressure reflux tank are reused as fuel gas for the ethylene glycol project ; The methanol exhaust gas emitted from the methanol storage tanks as a result of breathing operations, as well as the exhaust gas generated during methanol loading and unloading, is collected and then treated using a waste gas treatment unit equipped with a water scrubber. As for the uncontrolled emissions of methanol, the relevant limits specified in \"Emission Standards for Volatile Organic Compounds – Part 6: Organic Chemical Industry\" (DB37/2801.6-2018) apply. The project must install online monitoring equipment for volatile organic waste gases, and connect it to our bureau’s network. 3. Strengthen water environment protection. Production wastewater such as distillation wastewater from the methanol distillation recovery tower and wastewater from the cleaning of methanol production facilities, as well as domestic sewage from employees, is treated at the ethylene glycol project’s wastewater treatment plant before being reused ; The wastewater from the methanol synthesis gas holder is reused as make-up water for the circulating water system. 4. Strictly control the impact of noise on the environment. The noise at the factory boundary must meet the requirements of Class 3 standards specified in the \"Emission Standards for Environmental Noise at the Boundaries of Industrial Enterprises\" (GB12348-2008). 5. Strengthen solid waste treatment. Household waste is disposed of by the sanitation department ; The waste adsorbents, waste catalysts, and waste refractory balls generated in methanol synthesis are collected separately and temporarily stored in the hazardous waste storage area within the ethylene glycol production facility. The hazardous mixed alcohols are stored in the miscellaneous alcohol storage tanks of the Longtai Ethylene Glycol project, and are transported for disposal by qualified organizations on a regular basis. The project must have a temporary hazardous waste storage facility with sufficient capacity within the factory premises, and such storage must be managed in strict accordance with the \"Pollution Control Standards for Hazardous Waste Storage\" (GB18597-2001) and its amendments. 6. Ensure the disclosure of project environmental information and establish sound relevant systems. The project owner must strictly comply with relevant requirements such as the \"Plan for the Information Disclosure Mechanism for Environmental Impact Assessments of Construction Projects\". During the operation period, a display screen will be installed at the entrance of the factory to publicly display environmental information such as pollutant emissions. 7. Strictly implement other environmental protection measures proposed in the environmental impact assessment report to ensure that pollutants are discharged within specified standards. 8. The project shall ensure that it is incorporated into and complies with the relevant plans of the park ; The construction unit shall strictly control the production process to ensure that the output does not exceed the capacity specified in the design and approvals; otherwise, our agency will take severe action in accordance with the Environmental Impact Assessment Law, the Regulations on Environmental Protection Management for Construction Projects, and other relevant laws. III. Project construction must strictly implement the environmental protection \"three simultaneities system\", which requires that environmental protection facilities be designed, constructed, and put into use simultaneously with the main project. IV. In the event of significant changes in the nature, scale, location of the project, or the measures taken to prevent pollution, the environmental impact assessment document for this project must be submitted for re-approval prior to commencement of work. V. The Hohhot Municipal Comprehensive Administrative Law Enforcement Team for Ecology and Environment, along with the Tuoketuo County Branch of the Hohhot Municipal Ecology and Environment Bureau, are responsible for environmental monitoring as well as supervision during and after the project’s construction and operation phases.
