Recently, officials from the Emergency Management Bureau of Shihezi City in Division 8, along with an expert team, went to Tianye Group’s key project aimed at producing 600,000 tons of ethylene glycol per year to conduct a safety completion inspection. After thorough inspections and evaluations, Tianye Group’s project for producing 600,000 tons of ethylene glycol per year successfully passed the safety facility completion inspection. This acceptance process is carried out in strict accordance with relevant laws and regulations such as the Work Safety Law, the Measures for the Supervision and Management of the \"Simultaneous Implementation\" of Safety Facilities in Construction Projects, and the Measures for the Supervision and Management of Safety in Hazardous Chemicals Construction Projects. It consists of three stages: the preparation of a safety acceptance evaluation report, the review of documents, and on-site inspections. During the acceptance process, the expert team listened carefully to the reports provided by the persons in charge of project design, installation, civil engineering, supervision, and production and operation regarding various aspects of the project. They also examined the relevant software documents and records. The team was divided into six specialized groups – for processes, equipment, instruments, electrical systems, fire safety, and major hazard sources – in order to conduct a thorough inspection of all systems and components at the project site, as well as of the large-scale equipment, work areas, special types of work, project quality, and safety facilities. Special emphasis is placed on reviewing and providing guidance regarding the safety measures in place at key hazard sites such as the ethylene glycol storage area, acid and alkali storage tanks, sulfur storage facilities, and nitric acid storage tanks; as well as the completeness and reliability of emergency response facilities. Additionally, the ability of employees on duty to identify emergencies and take appropriate actions is assessed. At the summary meeting, the expert group gave high praise to the high-standard construction and operation of the project, and expressed approval of its management system. It is reported that Tianye Group’s project for producing 600,000 tons of ethylene glycol per year covers an area of 2,250 mu, with an estimated investment of 7.997 billion yuan. Construction began in August 2017, and the facility was completed and put into trial production in August 2020; it is currently the largest ethylene glycol production plant in China. The successful completion of this safety acceptance inspection provides the necessary conditions for the project to obtain a safety production license in the next step and to carry out production in compliance with laws and regulations. At present, Tianye Group’s project with an annual production capacity of 600,000 tons of ethylene glycol is operating at full capacity, providing strong momentum for the high-quality growth of the local economy. It has created over 1,500 direct job opportunities, and it also lays the foundation for the intensive development of carbon-based new material industries in the Shihu Tan New Materials Industrial Park. Furthermore, it offers valuable experience for the implementation of future projects as well as for their operation and production. Relying primarily on Tianye Group’s extensive production experience and research achievements in the field of coal chemical industry, this project incorporates a range of resource-recycling technologies through independent innovation during its planning and construction. It adopts top-tier domestic large-scale equipment and international advanced methylene oxalate synthesis and hydrogenation technologies to produce polyester-grade ethylene glycol. This approach underscores the project’s advantages in terms of large-scale plant design, intensive use of technology, and large-scale production. The capacity of the project’s core reactors, the scale of each production line, and the quality of the products are among the best in both China and abroad. It is currently the largest coal-based ethylene glycol production facility built in China.
