At 8:17 on August 15, CMCC Mengda started up the DMTO methanol production process; the propylene product was of acceptable quality at 14:28, and the ethylene product was also of acceptable quality at 18:16. The total time required to get the plant online was less than 10 hours, two days ahead of the planned maintenance schedule, setting a new record for the fastest startup time at Mengda Company. The successful first start-up after feeding in the materials marks the company’s complete, high-quality, and efficient completion of the major maintenance tasks for 2021, achieving the goal of \"proper shutdown, thorough repair, successful restart, and a successful first start-up.\" There are a total of 988 items in this major maintenance project, including 13 critical maintenance tasks and 72 technical improvement measures; over 1,600 people are involved in the maintenance work. In accordance with the overall construction plan for the major maintenance, the company established a maintenance command center, which includes 10 specialized teams to coordinate and resolve various issues that arise during the maintenance process. All the participating units firmly embraced the philosophy of \"one family, one heart, one effort, one goal,\" working together to overcome difficulties. They established \"Party member task forces\" and \"youth task forces\" and carried out campaigns aimed at studying the history of the Party and striving to be pioneers, which provided a solid foundation for the scientific and effective advancement of the major maintenance work according to the planned schedule. All professional teams and production centers shall earnestly fulfill the principal responsibility of the owner in overseeing the safety of contractors, strengthen safety supervision at the actual work sites, and strictly implement the \"dual supervision\" system at these sites. By addressing various aspects such as maintenance plans, procedures, regulations, work processes, and process control, they ensure comprehensive management throughout the entire process. Strict sign-off procedures are followed to confirm that all conditions for starting up operations are met, thereby achieving the overall goals of safe, high-quality, civilized, and efficient operation.
