The completion and improvement project for Yulin Energy Chemical Complex of Yanchang Petroleum has achieved full compliance with operational standards. From October 30 to November 2, the China Petroleum and Chemical Industry Federation organized an expert team to conduct a 72-hour on-site verification of the completion and improvement project for the first phase of the comprehensive utilization project of coal, gas, and oil resources at Jingbian by Yanchang Petroleum. Based on calculations using the methanol-to-olefins process, all the verification results were better than the design values, indicating that this project is now operating in full compliance with standards. The expert group stated that this project boasts significant advantages in terms of \"hydrocarbon complementarity.\" Under the current framework of \"dual carbon targets and controls,\" it can serve as a project for promoting energy conservation and low carbon emissions, and it can also provide a reference for formulating industrial policies in the future. During the calibration process, the expert team inspected on-site the operation of the production system as well as auxiliary production systems such as utility systems, thermal power stations, safety and environmental protection facilities, and quality control centers. By reviewing original data records and conducting various inspections, it was confirmed that all devices operated smoothly during the calibration period, that the measurement and analytical testing met the relevant standards, and that the calibration data was accurate and reliable, satisfying the requirements for calibration. The estimated total investment for the completion and improvement works of the first phase of the Yanchang Petroleum Jingbian coal, oil, and gas resources comprehensive utilization project is 14.414 billion yuan; this will enable the construction of an integrated facility capable of producing 1.8 million tons per year of methanol, 600,000 tons per year of olefins from methanol, 400,000 tons per year of polypropylene, and 300,000 tons per year of LDPE/EVA. This project was launched on-site in September 2018 in order to implement the requirements set by the Shaanxi Provincial Party Committee and Government regarding \"amplifying the demonstrative effect of the comprehensive utilization project for coal, oil, and gas resources in Jingbian.\" As a key demonstration project for the priority tasks related to energy technology innovation outlined in the **13th Five-Year Plan for Energy Development**, as well as a key task for upgrading existing enterprises identified in the **Plan for the Innovative Development of the Modern Coal Chemical Industry**, this project saw its entire production process completed by the end of 2020.
