From October 30 to November 2, the China Petroleum and Chemical Industry Federation organized an expert team to conduct a 72-hour on-site verification of the completion and improvement works for the first phase of the comprehensive utilization project of coal, oil, and gas resources at Yan’an Petroleum Jingbian. The calculations showed that all the verification results were superior to the design values, indicating that the project is now operating in full compliance with the specified standards. The expert group stated that this project boasts significant advantages in terms of \"hydrocarbon complementarity.\" Under the current framework of \"dual carbon targets and controls,\" it can serve as a project for promoting energy conservation and low carbon emissions, and it can also provide a reference for formulating industrial policies in the future. During the calibration process, the expert team inspected on-site the operation of the production system as well as auxiliary production systems such as utility systems, thermal power stations, safety and environmental protection facilities, and quality control centers. By reviewing original data records and conducting various inspections, it was confirmed that all devices operated smoothly during the calibration period, that the measurement and analytical testing met the relevant standards, and that the calibration data was accurate and reliable, satisfying the requirements for calibration. It is reported that the project to complete the missing elements in the first phase of the comprehensive utilization of coal, oil, and gas resources in Jingbian by Yanchang Petroleum is a key demonstration project under the **13th Five-Year Plan for Energy Development**, which focuses on innovation in energy technology. It also falls under the key tasks outlined in the **Plan for the Innovative Development of the Modern Coal Chemical Industry** aimed at enhancing the capabilities of leading enterprises. Furthermore, it is a priority project designed to implement the requirements set by the Shaanxi Provincial Party Committee and Government to **maximize the demonstrative impact of the projects for the comprehensive utilization of coal, oil, and gas resources in Jingbian**. Construction on the project began on-site in September 2018, and the entire process was completed by the end of 2020. The completion and improvement project for the first phase of Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. (Yanchang Jingbian Phase II project) involves an investment of 14.413 billion yuan. Using coal and natural gas as raw materials, this project aims to build an integrated facility capable of producing 1.8 million tons per year of methanol, 600,000 tons per year of methanol-to-olefins products, 400,000 tons per year of polypropylene, and 300,000 tons per year of low-density polyethylene/ethylene-vinyl acetate copolymer (LDPE/EVA). Once operational, Yueneng Chemical’s polyolefin production capacity will reach 1.9 million tons per year, making it the largest polyolefin production project in Shaanxi Province at present.
