On November 29, the Department of Ecology and Environment of Shandong Province drafted the \"Interim Measures for Reducing Carbon Emissions in High-energy-consuming and High-emission Construction Projects in Shandong Province\". The document states that for investment projects related to the initial processing stages in those 16 industries within the \"six high-energy-consuming sectors\" – namely coal power, refining and chemical processing, coking, steel manufacturing, cement production, ferroalloys, electrolytic aluminum production, methanol production, chlor-alkali industry, calcium carbide production, acetic acid production, nitrogen fertilizer production, lime production, flat glass manufacturing, building ceramics production, and asphalt waterproofing materials – projects that involve high energy consumption and high emissions (including new constructions, expansions, and technological upgrades; with the exception of technological upgrades that do not increase production capacity, such as those aimed at improving environmental protection and energy efficiency, enhancing safety facilities, or improving product quality) must implement measures to reduce carbon emissions. If the required reduction in emissions from alternative sources cannot be achieved, such construction projects shall not be put into operation. This means that when new high-carbon projects are established, it is necessary to ensure proper equivalent substitution for the carbon emissions generated; otherwise, the project cannot be put into operation!
