(Within the Linhuan Industrial Park, Hancun Town, Suixi County, Huaibei City, Anhui Province.) ) 2.4 Quality standards for goods or main technical performance indicators: For specific details, please refer to the tender documents. 2.5 Other: None 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders (1) The bidder must be included in the list of qualified suppliers specified in the contract between the tenderer and the project owner (Anhui Carbonxin Technology Co., Ltd.’s methanol comprehensive utilization project). (2) Bidders listed on the \"Credit China\" website (http://www.creditchina.gov.cn) as those subject to enforcement for dishonesty shall not participate in bidding. (A web screenshot is required). 3.2 Bidders shall not fall under any of the following circumstances: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
