Procurement Conditions: The 200,000-ton-per-year methanol production with 60,000-ton-per-year ammonia synthesis project carried out by China National Chemical Engineering Corporation Fourth Construction Co., Ltd. and Shanxi Linxin Coal Coking Co., Ltd. has sufficient funding available; the conditions for bidding on the labor subcontracting work for Section 2 (Installation Part) – namely equipment installation and anti-corrosion/insulation works – are now met*. The tenderer is China Chemical Engineering Fourth Construction Co., Ltd., and public competitive negotiation procurement is now being carried out. 2. Procurement Content and Scope 2.1 Procurement content and scope for this project: (1) Lot/Package number: * Lot/Package name: Phase II of the 200,000-ton/year methanol and 60,000-ton/year synthetic ammonia production project by Company 4 – Shanxi Linxin Coal Coking Co., Ltd. (Installation phase): Labor subcontracting for equipment installation and anti-corrosion/insulation work. Procurement content and scope: Equipment installation, anti-corrosion and insulation work within the scope of the drawings. 2.2 Planned duration: Approximately 90 calendar days. 2.3 Location of construction: Tangcheng Industrial Park, Anze, Linfen City, Shanxi Province. 2.4 Requirements for construction quality and safety: (1) Quality requirements for this lot: The project quality must comply with current ** regulations as well as relevant industry standards for project construction and acceptance. The overall quality is satisfactory, with zero quality incidents of the general level or above ； The first-pass welding success rate is over 96%, and no major quality incidents occur during the project construction process. (2) HSE requirements for this bid section: zero serious injuries, deaths, fire accidents, traffic accidents within the plant area, and criminal or public order incidents during the project execution period ； Identification, assessment, and monitoring rate of major hazard sources: 100% ； The inspection rate for special equipment is 100% ； The integrity rate of safety facilities is 100% ； Implementation rate of the \"three simultaneities\" requirement for construction projects: 100% ； Hidden hazard monitoring rate: 100%. The certification rate for the primary person responsible for safety, safety officers, and safety management personnel is 100% ； The loss rate per million safe man-hours is less than 0.3 ； Coverage rate of third-level safety training: 100% ； Rate of main safety protection equipment installation: 100% ； 100% of special operation personnel are working with valid certificates ； The detection rate of occupational disease hazards in workplaces is 100%, and the control rate is also 100% ； The incidence of occupational diseases is zero ； The rate of regular occupational health examinations for employees is 100% ； There are zero confirmed cases of COVID-19 ； There have been zero environmental pollution incidents ； The compliance rate for the discharge of waste gases, wastewater, and solid waste is 100% ； Meet the energy conservation and emission reduction targets set by higher authorities ； Solid waste: Regularly sorted, collected, and transported to designated locations ； Noise: ≤75 decibels during the day, ≤55 decibels at night ； Dust: No visible dust suspension ； Strengthen environmental awareness to avoid waste of energy and resources. 2.5 Others: None 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders (1) Bidders must be registered on the China Chemical Electronics Bidding and Tendering Platform and become qualified subcontractors of our company. (2) Possession of labor services and related qualifications; (3) A valid work safety license. The specific requirements shall be subject to the tender documents of the released version. 3.2 The bidder shall not be in any of the following situations: (1) Having the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Accept Reject The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
