Procurement Conditions The construction funds for Donghua Engineering Technology Co., Ltd.’s 1.8 million tons per year ethylene glycol production project (DMO unit) at Shaanxi Coal Yulin Chemical Plant have been secured; thus, the Donghua Company – Shaanxi Coal Ethylene Glycol DMO – Heat Tracing Pipe project is ready for tendering*. The tenderer is Donghua Engineering Technology Co., Ltd., and a public tender is now being conducted for procurement. 2. Procurement content and scope: A batch of heat tracing pipes; for detailed information, please refer to the tender documents. 2.2 Delivery date: March 20, 2022. 2.3 Delivery location: The dimethyl oxalate production unit of the 1.8 million tons/year ethylene glycol project under the Phase I Demonstration Project for the Utilization of Coal in the Production of Chemical New Materials, Shaanxi Coal Group Yulin Chemical Co., Ltd. (In the southern area of the Qingshui Coal Chemical Industrial Park within the Yushen Industrial Park in Yulin, Shaanxi; the specific location shall be as designated by the buyer.) ) 2.4 Quality standards for goods or key technical performance indicators: For details, please refer to the tender documents. 2.5 Other: None. 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: (1) The bidder must be included in the list of qualified suppliers specified in the contract between the tenderer and the project owner (Shaanxi Coal Group Yulin Chemical Co., Ltd.’s Demonstration Project for the Utilization of Coal at Different Grades to Produce New Chemical Materials – Phase 1, 1.8 million tons per year ethylene glycol production project). (2) Bidders who are listed on the \"Credit China\" website (http://www.creditchina.gov.cn/) as persons subject to credit penalties shall not participate in bidding. 3.2 Bidders shall not fall under any of the following circumstances: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
