Overview of the Construction Project Project Name: Green New Energy Materials Project Location: No. 1 Hengsheng Road, Coal, Power, Port, and Chemical Industry Park, Jiangling Economic Development Zone. Scope of Construction: This project involves the construction of production lines capable of producing 200,000 tons of BDO, 30,000 tons of PBAT, and 100,000 tons of NMP per year, along with the necessary equipment and facilities. II. Name and contact information of the construction unit: The construction unit is Hualu Hengsheng (Jingzhou) Co., Ltd. Company address: No. 1 Hengsheng Road, Coal, Electricity, Port and Chemical Industry Park, Jiangling Economic Development Zone. Contact person: Mr. Liang; Contact phone number: 18772000102. The Hualu Hengsheng Jingzhou project officially commenced on November 5, 2021, with a total investment of 46 billion yuan. The first phase involves an investment of 12.3 billion yuan and covers an area of 2,300 mu, aimed at developing the industry of clean, advanced coal processing; the second phase will focus on green new energy and new materials, targeting hydrogen fuel cells and new energy batteries, in order to build a high-end chemical materials industry chain. At present, the first phase of the project has entered the full construction stage. Hualu Hengsheng (Jingzhou) Co., Ltd. has invested 5.924 billion and 56.04 billion in the “Park Gas Power Platform Project” and the “Syngas Comprehensive Utilization Project”. Among them, the gas power platform project in the park uses coal as raw material, and employs advanced production processes such as the multi-nozzle water-coal slurry pressurized gasification process and low-temperature cryogenic separation process to produce syngas, high-pressure nitrogen, and steam. The total investment for the gas power platform project in the planned park is 5,924.31 billion yuan. The proposed syngas comprehensive utilization project uses the crude syngas produced by the park’s gas power platform as raw material to manufacture downstream products. There are two main product chains: one involves using the crude syngas to produce synthetic ammonia, and ammonia liquor and CO2 to produce urea; the other involves using the crude syngas to produce acetic acid, DMF, and mixed methylamines. The total investment for the project is 5.60379 billion yuan. The park’s gas power platform project and the planned syngas comprehensive utilization project were designed, constructed, and put into operation simultaneously.
