I. Name and number of the procurement project: Project name: Procurement of 46% urea (large particles) – Procurement Project*. II. Brief description of the procurement project and budget amount: Brief description of the project: 500 tons of 46% urea (large particles) are to be purchased. It meets the GB2440-2017 standard for urea, with a nitrogen content of ≥46.0%, an azodicarbonamide content of ≤1.5%, and a moisture content of ≤1.0%. The budget for this project is approximately 1.475 million RMB (due to significant fluctuations in the market prices of basic raw materials, the maximum price limit is determined on-site by the tendering authority based on the current daily rates). III. Qualification requirements for qualified negotiating suppliers (1) Meet the following conditions and provide relevant documents ； 1. If the applicant is a manufacturer, it must have independent legal status, and must provide valid documents such as a Business License, a Production License, and a fertilizer registration certificate issued by the Ministry of Agriculture, along with any relevant supporting documents. If the applicant is an agent: it must have independent legal person status, and must provide a business license, a brand agency authorization letter stamped with the manufacturer’s official seal as well as a production license, along with a valid fertilizer registration certificate issued by the Ministry of Agriculture or other relevant certification documents ； 2. Have a good business reputation and a sound financial accounting system (provide the financial statement for the previous year; not required if the company has been in operation for less than one year) ； 3. Possess the professional technical skills necessary to fulfill the contract (provide proof) ； 4. No significant illegal records in business operations within the three years prior to participating in the procurement activity (a written statement confirming the absence of such records in the three years before participation) ； 5. Joint bids are not accepted for this tender. 6. The following bidders are excluded from participating in this procurement process: 6.1 Different suppliers that have the same person as their head of organization, or that are in a relationship of direct control or management, shall not participate in procurement activities under the same contract. 6.2 Being listed on the \"Credit China\" website (www.creditchina.gov.cn) as a person subject to credit sanctions, as a party involved in serious tax violation cases, or as someone with a record of serious illegal and dishonest behavior in procurement activities. 7. Other requirements stipulated by relevant laws and regulations. IV. *Information on the release of negotiation documents. Time for selling negotiation documents: from March 21, 2022, to March 24, 2022 (Beijing time), from 8:00 to 11:00 ； From 14:30 to 16:00 in the afternoon; applications submitted after this time will not be accepted.
