Bidding Content and Scope: The civil engineering work for Unit 2 of the Syngas Comprehensive Utilization Project at Hualu Hengsheng (Jingzhou) Co., Ltd. It mainly includes the construction of the compressor building, the foundations for outdoor equipment, as well as various auxiliary utility structures such as roads, drainage ditches, and pipe galleries within the plant area; it does not cover the maintenance of steel structures or colored panels, with the official construction drawings serving as the reference. In coordination with the plumbing, electrical systems, and wall-related piping work in buildings, as well as the wall restoration tasks carried out by the installation team after construction. Includes the electrical embedments shown in the structural diagram. For the newly constructed sections, maintenance of all color panels at the site must be taken into account (the maintenance standards for these color panels are the same as those in place at the original site, with a height of 1.8 meters). Safe construction shall meet the qualified standards set out in the \"Safety Inspection Standards for Building Construction\" (JGJ59-2011) to prevent major safety accidents. 2.5 Other: None 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: The qualification certificates must indicate that the bidder is authorized to carry out construction work related to the specific project in question. The potential bidder is on the qualified subcontractor shortlist of China Chemical Engineering 16th Construction Co., Ltd. Meet the qualification requirements related to the project. 3.2 Bidders shall not be in any of the following situations: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for bidder management, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit a bid on its own behalf, nor shall it participate in the bidding process for this project as part of another consortium.
