Tender Conditions This second-phase tender for the purchase of the discharge system for vacuum conveyors used in ammonia-based desulfurization at the Steam Power Plant of the Methanol Division of Henan Zhongyuan Dahuahua Group Co., Ltd. has been approved by the authority responsible for project approval/authorization/registration； The funding source has been secured; the tenderer is Henan Zhongyuan Dahuahua Group Co., Ltd. This project meets the requirements for bidding, and public bidding is now being conducted. II. Project Overview and Scope of Bidding 1. Name of the goods: Discharge system for vacuum belt conveyor in ammonia-based desulfurization process 2. Scale (quantity): 1 set 3. Delivery location: The coal chemical warehouse of Zhongyuan Dahuahua Company, located 100 meters south of the intersection of Shihua Road and Pushui Road in Puyang City, Henan Province, on the west side of the road 4. Delivery deadline: 2 months after the contract is signed 5. Source of funds: Self-funded 6. Scope of bidding: One set of discharge system for vacuum belt conveyor in ammonia-based desulfurization process, including installation and commissioning III. Qualification requirements for bidders 1. Eligible bidders must be independent legal entities registered in accordance with the law within the People’s Republic of China, with the status of general taxpayers; their registered capital must be no less than 10 million yuan. They must also possess a safety production license and be qualified as Grade 3 contractors for environmental protection projects. 2. Bids from agents and distributors are not accepted. 3. Performance requirements: At least 3 successful implementations of identical or similar projects over the past 3 years must be provided. 4. The bidder shall have sound financial conditions and sufficient funds to ensure its operations. 5. Bidders shall not be in any of the following situations: 5.1 The goods and services provided by the bidder shall not infringe upon or violate any third party’s industrial property rights, intellectual property rights, or give rise to any claims ； 5.2 When the legal representative or person in charge of the entities are the same, or when it involves different entities that have a controlling or managerial relationship with each other, and they all bid for the same set of goods ； 5.3 Those ordered to suspend production or business operations ； 5.4 Property that has been seized or frozen ； 5.5 Those that have been involved in bid rigging, collusive bidding, fraud to win bids, or serious breaches of contract within three years prior to the bid submission deadline ； 5.6 Those that have experienced major safety production accidents or major quality incidents caused by the bidder within three years prior to the bid submission deadline. 5.7 Being listed as a dishonest debtor by “Credit China (http://www.creditchina.gov.cn/)” (the status is determined based on the information available on the day of the bidding; if no information about the bidder can be found on this website, it is considered that the bidder is not listed as a dishonest debtor). 6.
