Bidding Conditions The use of these filling components for the ethanol refining column in the aforementioned project has been approved by the authorities responsible for project approval/authorization/registration; the funding for the project has been secured. The bidder is Beijing Petrochemical Engineering Co., Ltd. This project meets the requirements for bidding, and the bidding method now is open bidding. II. Project Overview and Scope of Bidding (1) Project location: Linhuan Industrial Park, Hancun Town, Suixi County, Huaibei City, Anhui Province. Qualification requirements for bidders 1) Bidders must be independent legal entities and general taxpayers, with a registered capital of not less than 50 million yuan (valid business license and proof of being a general taxpayer must be provided) ； 2) The bidder must be the manufacturer of the product being bid for, and possess the corresponding manufacturing qualifications. It has fixed production facilities and warehouses, and is capable of carrying out business activities independently. The production and testing equipment meet the requirements regarding project timelines and quality (a letter of commitment will be provided) ； 3) The bidder shall have a hydraulic testing equipment platform capable of handling distributors over 8 meters in length ； 4) Bidders must have experience in the design/manufacturing of internal components for new packed product towers with a packed section diameter of at least 8 meters and three or more floors, as of January 1, 2012. Provide two sets of commissioning reports or certificates (with the owner’s seal) indicating that the packing sections have a diameter of at least 8 meters, and that the newly installed structured packing tower internals have been in operation for more than two years while meeting the process load requirements. Note: Performance records must be accompanied by a clear copy of the contract as well as contact information as proof; otherwise, they will be considered invalid ； 5) The bidder or its technical support entity must possess extensive design experience and strong computational capabilities. For this tender, the approved technical support entities for bidders are: ● Beijing Zehua Chemical Engineering Co., Ltd. ● Beiyang **Distillation Technology Engineering Development Co., Ltd. ● Shanghai Sulzer Construction Machinery Manufacturing Co., Ltd. ● Tianjin Tiantai Tianjiu Technology Co., Ltd. ● Tianjin Meijiahengsheng Technology Development Co., Ltd. ● Institute of Chemical Engineering, Tianjin University. The bidder must have authorization from one of these six technical support entities; if a technical support entity participates in the bidding on behalf of the bidder, it is not allowed to authorize any other manufacturer ； For each of the aforementioned technical support organizations, the authorization to provide technical support for the materials involved in this bidding process cannot apply to more than 2 manufacturers; if there are more than 2, then all bids submitted by the manufacturers authorized by that technical support organization will be invalid ； 6) The bidder (including its branches that do not have independent legal person status) shall not have any of the following adverse credit records: (1) The bidder has been included in blacklists issued by **, industry regulatory authorities, the tendering party, etc., within the past 3 years, resulting in a suspension or revocation of its trading rights ； (2) The bidder has been involved in major QHSE liability accidents ； (3) The bidder has been listed as a dishonest debtor by the people’s court ； (4) The bidder or its legal representative has been included in the records of those convicted of bribery crimes by the People’s Procuratorate ； (5) The bidder has been included by the Market Regulation Bureau in the list of enterprises with abnormal business operations (referring specifically to enterprises with serious violations and dishonesty) ； (6) The bidder has been included by the tax authorities on the list of parties involved in major tax violation cases ； (7) The bidder is included on the list of entities with serious delays in paying migrant workers’ wages and has not had this status removed ； (Present the commitment letter) ； 7) The bidder shall have an after-sales service department that can respond within 24 hours and arrive at the site within 48 hours to address product quality issues (a after-sales service commitment letter shall be provided) ； 8) The bidder shall provide audit reports and financial statements (balance sheet, cash flow statement, income statement) issued by an accounting firm for the past three years. The asset-liability ratio for the most recent year must not be higher than 85%. The bidder must have good banking credit and commercial reputation, must not be under suspension or in bankruptcy, and its assets must not have been restructured, taken over, or fully frozen (a commitment letter shall be provided) ； 9) The bidder must provide a credit certificate issued by its bank within three months prior to the bid opening date ； 10) Bid submissions from agents are not accepted ； 11) Joint bidding is not permitted for this project. IV. Acquisition of Tender Documents 4.1 Time for obtaining tender documents: from April 20, 2022, to 17:00 on April 25, 2022. *V.
