III. Qualification Requirements for Bidders (I) General Requirements 1. The bidder shall be an entity registered in China with independent legal person status, capable of assuming civil liability independently, and in good financial condition ； 2. Bank credit certificate or enterprise financial credit rating AAA certificate ； 3. The equipment to be provided by the bidder shall have a production license and mandatory product certification (if required) ； If the bid equipment requires **specified inspections and tests to be carried out, relevant inspection and test reports issued by **authoritative institutions shall be provided ； 4. Bidders who are manufacturers must possess the capabilities for manufacturing the products they bid on as well as providing technical services ； Bidders who are agents or distributors must have authorization from the manufacturer for this project, as well as the capability to supply the products and provide technical support ； 5. The ability to fulfill the contract, including the required professional and technical qualifications and capabilities, financial resources, equipment and other facilities, management skills, experience, reputation, as well as appropriate personnel; not being under a suspension order, having its bidding rights revoked, or having its assets seized, frozen or being in a state of bankruptcy ； 6. No significant illegal records such as bid fraud or serious breach of contract in the past three years ； 7. **Other qualification requirements stipulated by laws and administrative regulations** ； 8. Joint bids are not accepted for this tender. 9. Other qualification requirements specified in the tender documents; in the event of any discrepancies between the qualification requirements stated in this announcement and those described in the tender documents, the latter shall prevail. (II) Specific requirements for each package: Registered capital and qualifications/track record. For Packages A and B, the bid-related equipment must have at least three years of successful operation history; it is also necessary to provide records of performance from the past three years for equipment with similar specifications, processes, and operating conditions (or scale), along with at least three scanned copies of representative contracts. For Packages C and E, the bid-related equipment must also have at least three years of successful operation history, with similar requirements regarding performance records and contract scans as mentioned above. For Package D, the bid-related equipment must have at least three years of successful operation history, with similar requirements as well. For manufacturers bidding, the registered capital must be at least 50 million yuan, while agents or distributors need a registered capital of at least 5 million yuan. They must also have experience in handling equipment with similar specifications and processes. IV. Qualification review method: Post-qualification review. V.
