The Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Renovation) Project was approved for construction by the Economic Development Bureau of Baiyin High-Tech Zone via document Bai Gao Xin Jing Fa Bei [2020] No. 18. The project owner is Liuhua Chemical Co., Ltd. of Jingyuan Coal Industry Group, and the funding for the project comes from capital funds, shareholder loans, and other financing methods. *An open tender is being conducted for the procurement of injectors for the urea unit in Phase 1 of this project. I. Project Overview 1. Project owner: Liuhua Chemical Co., Ltd., Jingyuan Coal Industry Group 2. Project name: Procurement of injectors for the urea production unit in Phase I of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Renovation) Project 3. Location: No. 201, Sujiadun, Dongxing Village, Wangxian Town, Baiyin District, Baiyin City, Gansu Province 4. Funding sources: Capital funds, shareholder loans, and other financing methods 5. Project scale: The designed production capacity of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Renovation) Project is 2×300,000 tons of synthetic ammonia per year, 2×350,000 tons of urea per year, 100,000 tons of methanol per year, 216 million cubic meters of (H2+CO) per year, 60,000 tons of melamine per year, 50,000 tons of urea** solution per year, 50,000 tons of liquid CO2 per year, and 2,500 tons of catalysts per year. The project is implemented in two phases. The main components of the implementation include: production facilities such as storage and transportation of raw and fuel coal, two sets of pulverized coal gasification units, air separation systems, shift reactors, low-temperature methanol washing units, sulfur recovery systems, ammonia compression units, carbon dioxide compression units (for use in gasification and urea production respectively), liquid nitrogen washing units, syngas compression units, ammonia synthesis units, and urea production units (one newly built and one relocated) ； A set of equipment including PSA gas generation systems, melamine, urea **solution**, methanol (for relocation and renovation), catalysts, etc ； The project includes three 280-ton/hour circulating fluidized bed boilers (equipped with desulfurization and denitrification systems), as well as various utility systems such as circulating water systems, water treatment systems, sewage treatment systems, reclaimed water reuse systems, and high-salinity water evaporation and crystallization systems for salt separation. It also encompasses auxiliary facilities such as layout and transportation systems (including a dedicated railway line to be connected from Yinguang Group and north-south logistics routes), storage and packaging facilities, power supply and distribution systems, telecommunications systems, monitoring systems, water supply and drainage systems, heating systems, a central control room, production facilities, and gates and fences ； Facilities such as cafeterias and bathrooms. II. Scope of the tender 1. The scope of the tender includes the design of the entire equipment, procurement of materials, manufacturing, testing, inspection, anti-corrosion coating (in accordance with the unified specifications set out in the detailed project design for the anti-corrosion coating of equipment and pipelines), acceptance, transportation (including packaging and delivery onto the site), insurance (prior to delivery and acceptance), guidance on installation and commissioning, technical training, after-sales service, spare parts, special tools, technical documents, and drawings, all the way until successful acceptance. In addition, in line with the relevant provisions of the \"Standards for Digital Delivery of Petrochemical Projects\" GB/T 51296-2018, the requirements for digital delivery specified by the tenderer must be met (including QR codes for equipment tracking). The specific scope of supply, tasks to be carried out, and division of responsibilities are detailed in Appendix 8, \"Table of Scope of Supply and Task Allocation\", part 2 of Chapter 4, which contains the contract terms. 2. The main technical requirements and basic parameters for the equipment subject to bidding are specified in the data sheet; bidders must meet the requirements outlined in the bidding documents ； For the equipment configuration (list of manufacturers and suppliers for main materials and components), please refer to the requirements regarding configuration and supply specified in the tender documents. 3. Quality requirements: The above equipment must comply strictly with the latest issued **, as well as relevant industry or local standards and specifications. In the event of any discrepancies between **, industry, or local standards, the highest standard shall apply. The quality of all purchased equipment must meet the requirements specified in the design drawings and relevant standards and specifications; the qualification rate of equipment materials must be 100%. In addition, the requirements regarding digital delivery set out in the Standard for Digital Delivery of Petrochemical Projects GB/T 51296-2018 must be fulfilled, including the provision of QR codes for equipment traceability. 4. Delivery period: 8 months after the signing of the contract. III. Qualification requirements for bidders: 1. Bidders must be manufacturers that are officially registered within the People’s Republic of China, possess independent legal person status, and have an effective ISO9001 quality management system certification. 2. Bidders shall have sound financial conditions and shall not be under orders to cease operations, have their assets seized or frozen, or be bankrupt. Bidders must provide financial statements audited by an accounting firm or audit institution for the past three years; if less than three years, they must submit financial statements from the time of establishment; and if less than one year, they must provide a credit certificate issued by a bank (original). 3. Performance credit requirement: The bidder must not be included on the list of entities with poor credit as published on the “Credit China” website (website address: www.creditchina.gov.cn). 4. Different entities that have the same person in charge of them, or that are in a holding or management relationship with each other, shall not bid for the same bid segment or for the same tender project that has not been divided into separate bid segments. 5. Joint bids are not accepted for this tender. IV. Qualification Review Method: A post-qualification review is applied in this tender; bidders are requested to determine on their own whether they meet the qualification requirements specified in the tender announcement, and to decide whether to participate in the bidding ； Bidders who do not meet the qualification requirements will be rejected. V. Acquisition of Tender Documents 1. All bidders interested in participating are requested to access the electronic tender documents from 09:00 on April 22, 2022, to 18:00 on April 27, 2022 (Beijing time, the same below) by logging in. 2.
