Project Overview and Scope of Bidding 2.1 Project Overview Project Name: Purchase of Instrument Cables for the Comprehensive Utilization of Ethanol Recovered from Ethylene Glycol Glycerol Oil at Zhongyan Anhui Hong Sifang Co., Ltd. (Second Round). Project location: Anhui Circular Economy Demonstration Park, Hefei City, Anhui Province (3 kilometers east of Cuozhen Town, Feidong County), within the production facility of Zhongyan Anhui Hongsi Fang Co., Ltd. 2.2 Scope of the tender: A batch of instrument cables for the ethanol comprehensive utilization project related to the recovery of ethylene glycol fusel oil by Anhui Hongsi Fang Co., Ltd., a subsidiary of China Salt Group. The scope of supply includes, but is not limited to, services such as manufacturing, inspection, delivery, transportation, installation guidance, commissioning, acceptance, and training, as detailed in the table below. Note: The specific scope of supply and technical parameter requirements are outlined in Chapter 5, Supply Requirements and Technical Specifications ； 2.4 Delivery location: Anhui Circular Economy Demonstration Park, Sino Salt Anhui Hongsi Fang Co., Ltd., Hefei City, Anhui Province ； 2.5 Delivery period: The goods shall be delivered to the project site within 30 working days after the contract is signed (or an even shorter delivery period may be specified). 3. Qualification requirements for bidders 3.1 Bidders must be independent legal entities with valid business licenses, and must be cable manufacturers equipped with the necessary personnel, technology, and facilities to fulfill the requirements of this project ； 3.2 The bidder shall possess a valid ISO9001 certification and a national production license for industrial products ； 3.3 The bidder must have at least 2 records of manufacturing and supplying cables of the same or higher specifications as those required for this tender, in domestic petrochemical or power plant projects, since January 1, 2021 (as of the date of contract signing) ； (Bidders must provide in their bid documents a copy of the contract that specifies the cable parameters and the date of signing, as proof of past performance.) 3.4 Bidders shall submit valid type test reports from **recognized third-party testing institutions (reports for tests on models identical to those of the goods being bid for) ； 3.5 The bidder is not under any order to suspend operations, has its assets not seized or frozen, and is not bankrupt; it has not been listed by the Supreme People’s Court as a dishonest debtor on the “Credit China” website (www.creditchina.gov.cn) or on various credit information sharing platforms, nor has it been classified by the administrative authorities for industry and commerce as a company with serious violations and dishonesty in the National Enterprise Credit Information Publicity System ； 3.6 Units whose responsible persons are the same, or those that are in a holding or management relationship, shall not submit bids for the same bid section or for the same tender project without such sections defined; otherwise, their bids will be invalid ； 3.7 Joint bids or bids submitted by agents are not accepted ； 3.8 Qualification review method: Post-qualification review. Note: Any failure by the bidder to meet the above qualification requirements will result in an invalid bid. 4.
