Bidders must be legally registered independent corporate entities or other organizations within the People’s Republic of China, with the capacity to assume civil liability independently and the right to enter into contracts on their own ； 2. Legal persons, other organizations, or individuals who have an interest relationship with the tenderer that may affect the fairness of the bidding shall not participate in the bidding. Different entities that have the same person in charge of them, or that are in a holding or management relationship with one another, shall not submit bids for the same bid section or for the same tender project that has not been divided into separate bid sections ； 3. Bidders shall not be listed by the administrative authorities for industry and commerce as enterprises with serious violations of laws and dishonesty on the National Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn) (if such listing has not been removed by the time of bid evaluation) ； 4. Bidders shall not be listed on the “Credit China” website (www.creditchina.gov.cn) as “persons subject to enforcement for breach of trust” (if such listing has not been removed by the time of bid evaluation). 5. From January 1, 2018, up to the bid submission deadline, the bidder must have at least one record of urea sales in quantities of 500 tons or more. Scans of contracts that meet these requirements must be provided; copies of the contracts should include the cover page, key provisions, the pages with signatures and seals, as well as contact information – otherwise such records will not be considered valid ； 6. The bidder has stable and reliable financial capabilities over the past three years, with sufficient working capital to meet the supply requirements of this bidding project. If it is not under orders to cease operations, or if its assets have not been seized, frozen, or the company has not gone bankrupt, financial statements for the past three years must be provided: balance sheet, income statement, and cash flow statement. If the bidder was established in a period shorter than the specified number of years, it shall provide its financial accounting statements since its establishment. 7. In handling similar projects to this one, no disputes related to safety, technology, quality, or business matters for which the bidder bore primary responsibility have occurred. 8.
