Project Overview and Scope of Bidding Scale: The annual production capacity of 400,000 tons of synthetic ammonia and 600,000 tons of urea – this relocation and upgrading project is a key initiative for the transformation of Hengsheng Chemical’s old factory site by moving it out of the urban area and into a designated industrial zone. The project is located in the Suhua area of the Xinyi Chemical Industry Cluster. The first phase of the project includes facilities for producing 400,000 tons of synthetic ammonia, 600,000 tons of urea, 47,800 tons of **, as well as cogeneration units. Scope: This bidding project is divided into 1 bid package, and this bidding pertains to the urea synthesis tower and the internal components of the full-condensation reactor. III. Qualification requirements for bidders: For the urea synthesis tower and the internal components of the full-condensation reactor, bidders are required to meet the following conditions: 3.1 Bidders must be legal entities or other organizations registered within the People’s Republic of China, with the ability to enter into contracts independently and to fulfill those contracts ； 3.2 Bidders must possess the qualifications and capabilities to manufacture, supply the goods specified in the tender, as well as to provide related services. For products that are subject to production licenses or other mandatory certifications, valid certificates must be available ； 3.3 The bidder must not be listed on the **Enterprise Credit Information Publicity System** as an enterprise that has been included in the list of enterprises with serious violations and dishonesty by the **market supervision and administration authorities** ； Bidders must not be listed as dishonest defendants by the Supreme People’s Court on the “Credit China” platform or on credit information sharing platforms at various levels ； Not included on the blacklist of bidding entities by Jinneng Holding Equipment Manufacturing Group ； 3.4 Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid section, nor shall they bid for the same tender project that has not been divided into separate bid sections ； 3.5 Joint bids are not accepted for this project ； Agents are not allowed to submit bids for this project.
