Designed and produced based on the conditional diagram ； The A2 syngas comprehensive utilization project features 12 heat exchangers in its sulfur recovery unit. Designed and produced based on the conditional diagram ； The acetic acid unit of Project B for the comprehensive utilization of syngas features 15 towers, which were designed and manufactured based on the condition diagrams ； Package C1 includes the gas dynamics platform and 3 containers for the comprehensive utilization of syngas. Designed and manufactured according to engineering drawings ； Package C2 includes 14 carbon steel container units. Designed and manufactured according to engineering drawings ； Package C3 includes 11 stainless steel container units. Designed and manufactured according to engineering drawings ； The C4 package includes 32 blackwater pressure relief tanks for the gas power platform project. Designed and manufactured according to engineering drawings ； Note: 1. The device names, quantities, technical parameters, etc., for each package shall be subject to the final version of the technical specifications. 2. The tenderer has the right, based on the bidding situation and the overall requirements for project progress, to divide the equipment included in the package and award separate contracts for each item to different successful bidders. 3. Delivery address for the equipment under bid: Hualu Hengsheng (Jingzhou) Co., Ltd ； Address: No. 1 Hengsheng Road, Coal, Electricity, Port and Chemical Industry Park, Jiangling Economic Development Zone, Jingzhou City, Hubei Province. III. Qualification requirements for bidders 1. Must be an independent legal entity with at least three years of experience ； Power of attorney for the legal representative, business license of the professional manufacturing factory ； 2. Audited financial reports for 2020 or 2021 (including summaries, balance sheets, cash flow statements, and income statements), scanned copies of the performance contract (original) ； 3. Provide a bank credit certificate, or an AAA-grade corporate financial credit rating certificate ； 4. The specific qualification requirements for each package are as follows:
Package No.: Registered capital; Sales volume in 2020 (or 2021); Design and manufacturing qualifications; Performance rating.
A1, A2: Over 50 million yuan and up to 100 million yuan. In accordance with the “Rules for Licensing Production and Filling Units of Special Equipment TSG07-2019”, manufacturing qualification of level A2 (including design) or above, or a special equipment design and manufacturing license of level A2 or above prior to the implementation of these rules. Experience in designing and manufacturing three or more similar devices over the past five years, with those devices currently in operation.
B: Over 30 million yuan and up to 50 million yuan. In accordance with the “Rules for Licensing Production and Filling Units of Special Equipment TSG07-2019”, manufacturing qualification of level D or above, or a special equipment manufacturing license of level D1 or D2 or above prior to the implementation of these rules. Experience in designing and manufacturing three or more similar devices over the past five years, with those devices currently in operation.
C1: Over 15 million yuan and up to 100 million yuan. In accordance with the “Rules for Licensing Production and Filling Units of Special Equipment TSG07-2019”, manufacturing qualification of level A2 (including design) or above, or a special equipment design and manufacturing license of level A2 or above prior to the implementation of these rules. Experience in designing and manufacturing three or more similar devices over the past five years, with those devices currently in operation.
C2, C3, C4: Over 30 million yuan and up to 50 million yuan. In accordance with the “Rules for Licensing Production and Filling Units of Special Equipment TSG07-2019”, manufacturing qualification of level D or above, or a special equipment manufacturing license of level D1 or D2 or above prior to the implementation of these rules. Experience in designing and manufacturing three or more similar devices over the past five years, with those devices currently in operation.
IV. Qualification review method: Post-qualification review.
V. Bid participation (registration) and receipt of procurement documents: The time to obtain the tender documents is from April 28, 2022, to May 23, 2022 (excluding holidays), from 9:00–11:30 and 13:30–16:00 (Beijing time, excluding legal holidays)
