Lot/Package Number: XM2018-DS(3)001-FB02; Lot/Package Name: Labor Subcontracting for the Installation of Process Piping in the Plant Area of the Methanol Production Project from Electric Furnace Exhaust Gases by China National Chemical Engineering Group Corporation – 16th Construction Company, Third Branch, Inner Mongolia Ruizhi. Bidding Content and Scope: Installation of process piping and water supply/pumping systems in the plant area, including other installation tasks assigned temporarily by the employer. 2.2 Planned duration: Planned start date: May 25, 2022; planned completion date: August 30, 2022. 2.3 Location of construction: West Park of the Fluorine Chemistry Industrial Park, Fengzhen City, Ulanqab City, Inner Mongolia. 2.4 Requirements for construction quality and safety: The quality of labor-intensive work must meet the specified standards as well as the quality provisions outlined in the contract. 2.5 Other: None 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: 1. Potential bidders must be registered subcontractors of China Chemical Engineering; if they win the bid, they must become qualified subcontractors of China Chemical Engineering 16th Construction Co., Ltd. after winning the bid. 2. Meet the qualification requirements related to the project. 3.2 Bidders shall not be in any of the following situations: (1) Having the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for bidder management, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； The parties involved in the consortium shall not submit tender documents on their own behalf, nor shall they participate in the bidding process for this project as part of another consortium.
