Bidding Conditions The purchase of semi-poor methanol pump equipment for the clean coal pressurized gasification combined production technology upgrade and relocation project of Hubei Xinyi Chemical Co., Ltd. has been approved by the project approval/authorization/registration authority. The funding for this project comes from state funds in the amount of 2.6 million yuan, and the bidder is Hubei Xinyi Chemical Co., Ltd. This project meets the requirements for bidding, and the bidding method now is open bidding. II. Project Overview and Scope of Bidding: Hubei Xinyi Chemical Co., Ltd. is responsible for the upgrade and transformation of an ammonia synthesis plant using traditional processes, as well as a project related to the retrofitting and upgrading of clean coal pressurized gasification combined production systems. The project is located in the Tianjiahe area of the Yaojiagang Chemical Park in Yichang City. This project adopts a 6.5 MPa water-coal slurry gasification process, with the resulting syngas being used to produce 550,000 tons per year of synthetic ammonia. The main construction elements include replacing the existing fixed-bed batch gasification process with a multi-nozzle opposed water-coal slurry gasification process; employing gas purification techniques such as \"controlled heat transfer isothermal\" shift technology, low-temperature methanol washing, and low-temperature liquid nitrogen washing; using low-pressure ammonia synthesis technology; and applying a wet process for sulfur recovery from the **-containing gases emitted from the facility, in order to produce high-concentration **. The main construction components include the gasification unit, purification units (shift reaction, low-temperature methanol washing, liquid nitrogen washing), ammonia synthesis unit, ammonia refrigeration unit, sulfur recovery unit, air separation unit, and other core facilities. Additionally, there are supporting facilities such as water supply and drainage systems, power supply, telecommunications, heating systems, power generation units, storage and transportation systems, general maintenance facilities, laboratory equipment, flare systems, and fire protection systems. Environmental protection facilities include waste gas treatment systems, wastewater treatment systems, and solid waste disposal systems. Upon completion, the project will produce 550,000 tons of synthetic tiles per year. Scope: This tender project is divided into 1 bid section, and this tender relates to: (001) Procurement of semi-poor methanol pump equipment for the clean coal pressurized gasification combined cycle improvement, relocation, and upgrading project of Hubei Xinyi Chemical Co., Ltd. III. Qualification requirements for bidders: The qualification and capability requirements for bidders participating in (001) Procurement of semi-poor methanol pump equipment for the clean coal pressurized gasification combined cycle improvement, relocation, and upgrading project of Hubei Xinyi Chemical Co., Ltd. are as follows: 3.1 Bidders must have the ability to assume civil liability independently and must be manufacturers with valid business licenses as legal entities. If the applicant is from Hong Kong, Macao, Taiwan, or an overseas company, proof documents with equivalent legal validity such as a “registration certificate” or “business registration certificate” can be provided according to the actual situation (scans should be submitted, stamped with the official seal). 3.2 The bidder must have, from January 1, 2010, up to the deadline for submitting bids (as determined by the date of contract signing), two contract projects involving the design and manufacture of semi-poor methanol pumps for low-temperature methanol washing (a scanned copy of the original valid contracts must be provided). 3. Bidders must have sound bank credit and financial conditions; they must provide audited financial statements for three consecutive years, namely 2018, 2019, and 2020. Alternatively, they may submit a credit certificate issued by a bank as proof of their good financial condition. 3.4 Credit requirements: The entity must not be listed as a person subject to credit penalties on the “Credit China” website; it must also not be included in the list of enterprises with serious violations of the law and poor credit record on the “**Enterprise Credit Information Publicity System**”.
