Bidding Conditions: The funds required for the Gasification Energy-Saving Technology Upgrade Project of Chongqing Xiangyu Salt Chemical Co., Ltd., carried out by China National Chemical Engineering Group Corporation No. 16 Construction Co., Ltd., have been secured; thus, the conditions for bidding on the subcontracting of electrical and instrumentation work for Project 02 are met (Bidding Number: XM2021-DL002-15). Project Overview and Bidding Details 2.1 Project Overview and Bidding Details (1). Lot/Package Number: XM2021-DL002-15; Lot/Package Name: Subcontract for Electrical and Instrumentation Work in the Gasification Energy-Saving Technology Upgrade Project of Chongqing Xiangyu Salt Chemical Co., Ltd., undertaken by Company 16. Bidding Content and Scope: Electrical, instrumentation, and telecommunications construction work related to the gasification and purification units, sulfur recovery units, initial rainwater tanks, solid material storage and transportation systems, foam stations, soft water treatment plants, condensate purification systems, substations for purification equipment, cabinet rooms for such equipment, pressure pump rooms, central laboratories, general maintenance facilities, ammonia synthesis units, flares, substations for plant equipment, process circulating water systems, utility tunnels, as well as the overall plant layout (excluding buried pipelines, road lighting, and telecommunications systems within the areas under the responsibility of Team 1 for electrical and instrumentation work). This also includes the installation, wiring, and commissioning of electrical and instrumentation equipment provided as part of the complete sets of equipment. 2.2 Planned construction period: 123 days 2.3 Construction location: Chongqing City * 2.4 Requirements for construction quality and safety: The quality must meet the standards specified in the design drawings and relevant technical documents provided by the client; the project quality shall comply with **current relevant quality acceptance specifications. Additionally, cooperation is required to help the client achieve the status of a high-quality project at the provincial or higher level. 2.5 Others: None 3. Bidder Qualification Requirements 3.1 Bidder Qualification Requirements *Qualified subcontractor. 3.2 Bidders shall not be in any of the following situations: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for bidder management, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit a bid on its own behalf, nor shall it participate in the bidding process for this project as part of another consortium.
