To successfully meet the annual production targets and to prevent and mitigate safety risks associated with special equipment, Rongxin Chemical of Shandong Energy carried out short-term shutdowns for defect correction on its first-phase production facilities, thereby laying the foundation for achieving a goal of no major repairs over three years for the production system. This maintenance campaign focused on replacing the catalyst in Phase 1 and inspecting the pressure vessels; a total of 376 maintenance tasks were carried out, ensuring the normal operation of the Phase 2 unit. Maintenance work involves numerous tasks across various areas and over a long period of time. While ensuring the safe and stable operation of the second-phase system, all tasks must be completed within 15 days, which places higher demands on production scheduling and maintenance organization. The company carefully prepared a document of nearly 600,000 words titled \"Process Procedures for Starting Up and Shutting Down Unit 1, as Well as Maintenance Plans.\" A system maintenance command center was established, with the key responsible person serving as its commander; this command center is located in the inspection room at Station 4. Special personnel from various specialized departments and the quality inspection center are assigned to work on a 24-hour basis. The command center has 8 functional teams responsible for overseeing all aspects of the maintenance process, including safety, quality, and schedule. Every afternoon, meetings are held at different times for on-site coordination regarding pressure vessels and pressure pipelines, as well as for company-wide system maintenance coordination. These meetings are used to update the progress of maintenance work for that day, arrange tasks for the following day, and address various challenges that arise during the maintenance process.
