Bid Requirements The construction funds for the sixth bid section (utility projects) of the methanol project associated with Ningxia Baofeng Energy Group Co., Ltd.’s 500,000-ton-per-year Coal-to-Olefins Project, carried out by China National Chemical Engineering Corporation No. 11 Construction Co., Ltd., have been secured; thus, the conditions for bidding on this project are met (Bid Number: ELECO-NXBF-XBFGS-2022-TJ-008). The tenderer is China Chemical Engineering 11th Construction Co., Ltd., and a public tender is now being conducted. 2. Project Overview and Bidding Scope 2.1 Project Overview and Bidding Scope (1). Lot (Package) Number: ELECO-NXBF-XBFGS-2022-TJ-008/01 Lot (Package) Name: Methanol Project for the 500,000-ton-per-year Coal-to-Olefins Project of Ningxia Baofeng Energy Group Co., Ltd. Bidding Scope and Contents: Installation work for the methanol circulating water system, flare systems, various process systems across the facility as well as the external heating pipeline networks, plus certain facilities within the scope of the main contract for utility systems (chemical storage tanks, wastewater temporary storage tanks, rainwater collection tanks, heat exchange stations, hazardous waste temporary storage areas, storage facilities in Area A, olefins testing building, raw coal testing building, maintenance workshops, control room). 2.2 Planned construction period: Start date: June 30, 2022; Completion date: November 20, 2022. 2.3 Construction location: Area A of Baofeng Energy Circular Economy Chemical Industry Base, Linhe Industrial Park, Ningdong Town, Lingwu City, Ningxia. 2.4 Requirements for construction quality and safety: Compliance with the design requirements as well as the relevant current standards and specifications. 2.5 Other: None. 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: 1. Must be registered within the People’s Republic of China, have independent legal person status, and possess a valid business license ； 2. Possess the labor qualifications required for undertaking the civil engineering work of this project. 3. Have experience in carrying out similar projects within the past 5 years. 4. Be free from any major disputes related to migrant workers or project quality. 3.2 Bidders shall not fall under any of the following circumstances: (1) Having the same person as the person in charge of another bidder on this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for bidder management, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； The parties involved in the consortium shall not submit tender documents on their own behalf, nor shall they participate in the bidding process for this project as part of another consortium.
