(hereinafter referred to as the tendering party) will conduct this tendering process through an open domestic tendering method (single-stage bidding). Bidders who meet the requirements (hereinafter referred to as “bidders”) are welcome to submit sealed, competitive bid documents. 1.1 Project name: Procurement project for reverse osmosis and circulating water chemicals (including urea) 1.2 Tendering number: (Please log in) 1.3 Scope of tendering: http://img.yf116.cn/image/img/20220608/15154054940100.jpg The scale inhibitors for reverse osmosis systems shall be products from PWT/Bacman/Nalco/Kurita/Kiyori/Suez (GE); phosphorus-free formulations are required. The supplier must provide the products in their original packaging, along with a product quality report and a certificate of conformity issued at the time of manufacture for each batch of products. The bidder needs to provide an official authorization letter for the brand of the product being bid. The multi-fold concentrated reverse osmosis scale inhibitor is converted to a standard concentration for price calculation, while the dosage concentration is calculated based on the concentration of the single-fold solution. The reverse osmosis scale inhibitor provided by the supplier must be supplied in barrels, with the total amount supplied, when converted to standard solution concentration, being no less than 3 tons. 1.4 Delivery location: The construction site of the gas turbine cogeneration project at Danyang Zhongxin Huahai Clean Energy Co., Ltd. 1.5 Delivery date: Upon receiving notification from the buyer that supply is required, the goods shall be delivered within 10 working days, and the responsibility for transporting them to the designated storage location also lies with the supplier. (See the technical specifications for details.) 2. Qualified bidders must meet all of the following requirements: 2.1 The bidder must be registered within the People’s Republic of China and possess legal person status that enables it to enter into contracts independently. 2.2 Qualifications and performance requirements: Bidders must have experience in supplying scale inhibitors (phosphorus-free products) to 5 domestic power plants, as evidenced by contracts signed after January 1, 2019. 2.3 Bidders must have good bank credit and commercial reputation, and must not be under orders to cease operations, have their assets seized or frozen, or be in a state of bankruptcy or restructuring. 2.4 The bidder and its subcontractors must not have had any contracts terminated within the past 3 years due to breach of contract or for reasons attributable to them, and the bidder and the technical support party must not be involved in any acts defined by the relevant Chinese authorities as fraudulent. 2.5 The bidder has not experienced any major safety or quality issues that were reported by **relevant authorities or industry regulatory bodies within the past 3 years. 2.6 Joint bids are not accepted for this project. 2.7 Different entities that have the same person in charge or are in a holding or management relationship shall not submit bids simultaneously. 2.8 All goods and associated services provided in the bid must originate from sources that possess the legitimate rights to produce such goods, and must not give rise to any legal disputes regarding patents or other rights related to the production of those products. 2.9 The bidder or manufacturer shall have sufficient and appropriate processing equipment and testing equipment, as well as relevant quality assurance and management systems, to manufacture the goods under the contract. 3.
